New Delhi – In a major leap toward industrial decarbonisation, Indian Oil Corporation Ltd. (IOCL) is set to receive 10,000 tonnes of green hydrogen annually at its Panipat Refinery, thanks to India’s largest green hydrogen plant being developed by L&T Energy GreenTech. The project marks a significant stride under the Government of India’s National Green Hydrogen Mission and reinforces IOCL’s commitment to building a clean energy future.
The plant will be established on a Build-Own-Operate (BOO) model and will supply green hydrogen to IOCL over a 25-year period. This long-term partnership forms a key part of IOCL’s broader roadmap to reduce emissions and transition to sustainable refining practices across its operations.
Decarbonising Refineries Through Indigenous Innovation
The green hydrogen will be produced using high-pressure alkaline electrolysers manufactured indigenously at L&T’s advanced facility in Hazira, Gujarat. The project not only aligns with IOCL’s energy transition goals but also supports India’s push for self-reliance in clean technology manufacturing.
As one of India’s largest refiners, IOCL has consistently led from the front in integrating clean energy solutions into its industrial operations. This initiative reinforces its intent to embed sustainability at scale—cutting emissions while powering industrial growth.

A Landmark in India’s Clean Energy Mission
This development marks a pivotal moment in India’s green hydrogen journey. For IOCL, the integration of large-scale green hydrogen at the Panipat facility sets a national benchmark in clean industrial processes. The project also exemplifies effective public-private synergy in advancing low-carbon technologies within India’s energy infrastructure.
The move reflects IOCL’s proactive approach to fulfilling the objectives of India’s net-zero commitments while enabling cleaner operations at the refinery level.
