Days after the Karnataka government transferred senior IPS officer Vartika Katiyar in the wake of violence in Ballari district, the officer has moved the Central Administrative Tribunal (CAT) challenging her reassignment.
Katiyar, who was serving as Deputy Inspector General (DIG) of the Ballari range, was transferred to the Directorate of Civil Rights Enforcement as DIG shortly after the unrest on January 1, 2026.
The Ballari violence, which claimed the life of Congress worker Rajashekar Reddy, prompted swift action from the state government. Ballari SP Pavan Nejjur, who had just assumed office, was suspended over alleged negligence in managing the situation.
IPS Vartika Katiyar Transfer Case: CAT Directs Government to Hold Off Action
Katiyar filed a petition before the CAT seeking relief against her transfer under the Department of Personnel and Administrative Reforms.
On Monday, a bench headed by CAT member Sanjiv Kumar and Justice S Sujatha directed the Karnataka government not to take any action against Katiyar for failing to report at her transferred posting until the next hearing scheduled for January 19, 2026.
Alleged Violation of Two-Year Transfer Rule
Vartika Katiyar assumed charge as DIG of the Ballari range in July 2025. According to a source in the state Home Department, Katiyar’s transfer occurred just six months into her tenure, in apparent violation of a 2014 central government guideline stating that no IPS officer should be transferred within two years of appointment.
The source described the move as “without reason” and indicated that it had caused concern among senior police officials.
Political Context of Ballari Violence
The unrest in Ballari began on January 1, 2026, over a banner-related dispute that led to the killing of Rajashekar Reddy. The incident quickly assumed political dimensions, with BJP and Congress leaders exchanging accusations.
Subsequently, the case was handed over to the Criminal Investigation Department (CID) for further investigation.
A senior police officer familiar with the matter stated, “She (Katiyar) was at the spot and contained the situation. While the SP had to be suspended following a report over negligence, Katiyar handled the situation. It looks more like a political decision, just like how the IPS officers were suspended after the Bengaluru stampede.”
Government’s Response Lacks Clarity in IPS Vartika Katiyar Transfer Case
The government order transferring Katiyar did not provide any reasons for the decision.
When Karnataka Home Minister G. Parameshwara was asked about the rationale behind the transfer, he responded, “Yes, she has been transferred. Why should we give any explanation? We have transferred. You can interpret according to your wish. The chief minister has transferred as he oversees the DPAR.”
The lack of transparency surrounding Katiyar’s transfer has drawn criticism and raised questions about administrative decision-making and the influence of political considerations in postings of senior IPS officers.
