New Delhi: In two separate personnel developments cleared by the Union government, Ananjay Kumar Tiwary, an IRS officer of the 2012 batch, has been prematurely repatriated to his parent cadre from the Department of Drinking Water and Sanitation, while Bhupinder Kumar, an IAS officer of the AGMUT cadre, has been appointed Government Nominee Director on the board of Oil India Limited.
Both decisions were notified through official orders issued on March 12, reflecting administrative changes in central deputation and public sector board representation.
Ananjay Kumar Tiwary Repatriated on Personal Grounds
According to an order issued by the Department of Personnel and Training (DoPT), the competent authority has approved the premature repatriation of Ananjay Kumar Tiwary to his parent cadre.
The order states that the repatriation has been approved on personal grounds, along with the provision of extended cooling-off.
Was Serving as Director in Department of Drinking Water and Sanitation
Ananjay Kumar Tiwary, an IRS (Income Tax) officer of 2012 batch, has been serving in the Department of Drinking Water and Sanitation since January 2023.
His deputation profile included:
• Initial appointment as Deputy Secretary
• Four-year central deputation tenure
• Later redesignated as Director
His deputation was originally scheduled to continue until January 2027, but has now ended earlier than planned.
Extended Cooling-Off Provision Included
The DoPT order specifically mentions extended cooling-off, which means the officer may face an extended gap before being considered again for central deputation, depending on future eligibility and cadre requirements.
Such provisions are generally applied when deputation ends before tenure completion.
Bhupinder Kumar Appointed Government Nominee Director on Oil India Board
In a separate development, Bhupinder Kumar, IAS officer of 2011 batch AGMUT cadre, has been appointed as Government Nominee Director on the board of Oil India Limited.
The appointment has been approved by the company’s Board of Directors.
Appointment Effective from March 10, 2026
According to official disclosure by Oil India Limited, the appointment became effective from March 10, 2026.

Bhupinder Kumar is currently serving as Director in the Ministry of Petroleum and Natural Gas, where he has been posted since November 2025.
His ministry role aligns directly with the sectoral oversight required for representation on the board of Oil India Limited.
Three-Year Tenure on Oil India Board
The appointment order states that Bhupinder Kumar will serve:
• for three years from the date of notification, or
• until further orders, whichever is earlier
This is the standard tenure for government nominee appointments in central public sector enterprises.
Why These Appointments Matter

• ends a central deputation before scheduled tenure
• returns an IRS officer to cadre administration
Bhupinder Kumar’s board appointment
• strengthens ministry representation in a strategic PSU
• places a serving IAS officer in board-level oversight
