New Delhi: In a recent bureaucratic reshuffle, Joyanta Chakraborty (IRSEE:2006), who has been serving as Director in the Ministry of Civil Aviation, has been prematurely repatriated to his parent cadre to avail the benefit of promotion.
The decision was officially conveyed through an order issued by the Department of Personnel and Training (DoPT) on Thursday, June 26, 2025. As per the order, the competent authority approved the proposal of the Ministry of Civil Aviation to relieve Chakraborty ahead of his scheduled five-year tenure, which began in November 2020.
While his tenure was expected to last until 2025, Chakraborty’s early repatriation is seen as a career advancement move, indicating a possible promotion within the Indian Railways Service of Electrical Engineers (IRSEE), his parent cadre.
Dr Deepak Bagla Appointed as Mission Director of Atal Innovation Mission
In a separate appointment, Dr Deepak Bagla, the former Managing Director of Invest India, has been appointed as the Mission Director of the Atal Innovation Mission (AIM) under NITI Aayog.
The announcement was made via an order issued by the DoPT on Monday, June 23, 2025. The Appointments Committee of the Cabinet (ACC) has approved Dr Bagla’s appointment on a contract basis for two years, effective from the date he assumes charge or until further orders.
Dr Bagla brings with him a strong legacy of fostering innovation and investment promotion in India. During his tenure at Invest India, the agency emerged as the execution arm for several flagship government initiatives, including Startup India and the Prime Minister’s Science and Technology initiative.
His leadership at AIM is expected to inject fresh energy and strategic direction to the program, which plays a pivotal role in nurturing a culture of innovation and entrepreneurship across schools, universities, and startups throughout India.
Significance of the Appointments
These appointments reflect the government’s ongoing efforts to both strengthen administrative leadership and accelerate innovation-driven development. While Chakraborty’s return may open up higher-level responsibilities within the IRSEE, Dr Bagla’s entry into AIM is seen as a reinforcement of India’s long-term innovation agenda.
