Bengaluru: In a significant administrative move aligning with the restructuring of the Bruhat Bengaluru Mahanagara Palike (BBMP) into the newly constituted Greater Bengaluru Authority (GBA), the Karnataka government has reassigned two senior IPS officers to leadership roles in the Bengaluru Metropolitan Task Force (BMTF) under the new urban framework.
As per the official notification issued by the Department of Personnel and Administrative Reforms (Services), these postings take effect immediately and will continue until further orders.
Key Appointments
Roopa D (IPS), currently serving as Additional Director General of Police (ADGP), Bengaluru Metropolitan Task Force, has been formally posted as ADGP, BMTF under the Greater Bengaluru Authority.
Mutharaju M (IPS), currently functioning as Superintendent of Police (SP), BMTF, has now been reassigned to the same role under the umbrella of the GBA.
Revised Equivalence of Posts
The state government has also notified that these restructured posts will be treated equivalent in status and responsibility to mainstream cadre positions as per Rule 12 of the Indian Police Service (Pay) Rules, 2016:
- The ADGP, BMTF post is now considered equivalent to ADGP, Law & Order.
- The SP, BMTF role is deemed equivalent to SP, Intelligence.
This reclassification emphasizes the critical role of BMTF in urban enforcement, intelligence, and compliance monitoring under the restructured city governance system.
Context: Urban Governance Overhaul in Bengaluru
This reshuffle is part of the larger administrative overhaul as the BBMP is restructured into the Greater Bengaluru Authority (GBA). The move aims to streamline governance, improve service delivery, and reinforce law enforcement mechanisms across the rapidly expanding Bengaluru metropolitan region.
Earlier this week, several senior IAS officers were also reassigned from BBMP to GBA, including Maheshwar Rao M (Chief Commissioner) and Munish Moudgil (Special Commissioner), as part of the transition plan.

The Bengaluru Metropolitan Task Force (BMTF) plays a vital role in enforcing municipal laws, preventing encroachments, monitoring illegal constructions, and ensuring adherence to urban planning guidelines.
