New Delhi: The Central Secretariat Service (CSS) Forum, representing officers from CSS Group ‘B’ and CSS Organised Group ‘A’, announced a comprehensive initiative, ‘Kartavya Abhiyan’, to celebrate the birthday of Hon’ble Prime Minister Narendra Modi on September 17. This month-long program, running from September 17 to October 16, 2025, aims to reinforce the values of transparency, citizen participation, and service-oriented governance.
The initiative was announced at the CSS Forum headquarters located in Sanchar Bhawan, Ashoka Road, New Delhi, under the leadership of Convener Ram Kumar, President Dev Priya Gupta, and General Secretary Yatendra Chandela. Advisors and senior officers were also present, including Rajesh Kumar, Hitlar Singh, Paras Kumar Singh, Amit Singh Rathour, and Udit Arya.
“Kartavya is not just about administrative responsibilities at the desk; it is a pledge to serve the nation in every sphere of life. Our inspiration comes from the Prime Minister’s vision of collective participation and citizen-centric governance,” said General Secretary Yatendra Chandela during the announcement.

The Kartavya Abhiyan has been designed to strengthen governance mechanisms by–

- Increasing citizen participation in decision-making.
- Promoting a service-driven culture among officers and government staff.
- Recognizing the role of civil servants beyond their office desks, extending their commitment to nation-building activities.
PG Portal Report Card: Significant Progress in Grievance Redressal
As part of the campaign, the CSS Forum released performance data from the DARPG September 2025 PG Portal Report Card, which highlighted remarkable improvements in public grievance handling.
Between September 1–12, 2025–
- Total grievances received: 1,01,912+
- Average grievances per day: 10,000+
- Leading ministry in grievance disposal: Labour & Employment Ministry
- Top performers in Appeals Disposal: Financial Services (Banking Division) and Labour & Employment Ministry
- Overall resolution rate: 69.17%, showing steady progress.

The report indicates increased public trust and citizen engagement, reflecting the success of ongoing administrative reforms.
Blood Donation Drive: Tribute to the Armed Forces
A unique highlight of this year’s Kartavya Abhiyan is a blood donation camp, organized in collaboration with the Armed Forces Medical College (AFMC). The initiative symbolizes the Forum’s commitment to extending service beyond governance.
