Kochi: In a rare development, five retired officers of the Kerala Police are set to return to duty after being conferred Indian Police Service (IPS) rank by the Union government this year.
In total, 10 officers from Kerala — including serving and retired personnel — have been awarded IPS rank from the 2023 and 2024 select lists, according to senior police officials.
The move follows a gazette notification issued after approval from the Union Public Service Commission (UPSC).
Retirement Age Difference Enables Comeback
In Kerala, state service officers retire at 56 years, while IPS officers retire at 60. As a result, several officers who were conferred IPS rank after retirement are now eligible to serve an additional two to four years.
Most officers on the current list are between 56 and 58 years old, giving them a limited but meaningful extension in uniform.
Officials said some of the retired officers have already rejoined and are awaiting formal postings. One officer is yet to receive clearance due to a pending inquiry.

C S Shahul Hameed
Among them, C S Shahul Hameed had retired as Superintendent of Police (SP) with the Crime Branch in Idukki.
Expressing his emotions, Hameed said the honour was both humbling and fulfilling.
“Though there was a break in service after my retirement, I am excited to wear the uniform again and continue serving the force. Even a single day in uniform now is a matter of pride and happiness for me,” he said.
He is expected to serve for around three and a half years.
Serving Officers Also Awarded IPS Rank
The following serving officers have also been conferred IPS rank:
- Nasim (SP, Marine Enforcement – 2023 list)
- N Rajan (SP, KSEB Vigilance – 2024 list)
- G Sabu (SP, Special Branch, Kozhikode – 2024 list)
- P Vikraman (Vigilance Officer, Excise – 2024 list)
- Jossy Cherian (2024 list; clearance pending due to disciplinary proceedings)
- Delay in UPSC Approval Led to Setback
Sources in Kochi city police said delays in UPSC approval of the 2023 and 2024 select lists led to postponed promotions and appointments under the “conferred IPS” category.
Such delays have occurred in the past, sometimes extending even longer, affecting officers’ service continuity and promotion timelines.
Service Break but IPS Benefits Applicable
Officials clarified that:
Officers conferred IPS while still in service receive service extension along with enhanced pay scale and allowances.
Those conferred IPS post-retirement experience a break in service but are entitled to IPS-ranked pay and benefits during their extended tenure.
Most conferred officers typically retire at the SP rank, while a few reach the rank of Deputy Inspector General (DIG).
A Rare and Symbolic Return
The return of five retired officers to active duty marks an unusual but significant moment for the Kerala Police. The development underscores recognition of meritorious service while also allowing experienced officers to contribute to the force for a few more years.
