Leh: With the impending retirement of Chief Secretary of Ladakh Pawan Kotwal, IAS (1994 batch, AGMUT cadre), Lieutenant Governor Kavinder Gupta is expected to name a successor soon — and indications suggest the choice may come from the erstwhile Jammu & Kashmir cadre.
Dr. Kotwal is scheduled to retire on December 31, 2025, marking the end of a significant administrative term in the Union Territory of Ladakh. As per reliable sources, LG Kavinder Gupta has been granted a free hand by the Centre to decide on the next Chief Secretary, a move that underscores New Delhi’s trust in the LG’s leadership.
Background and Context
LG Kavinder Gupta, who was sworn in as the third Lieutenant Governor of Ladakh earlier this month, is reportedly keen on appointing someone with a deep understanding of the region’s geopolitical sensitivity, terrain-specific governance challenges, and cultural complexities. The pool of eligible officers from the pre-2019 Jammu and Kashmir cadre is being considered for their administrative familiarity with the region.
Gupta took oath of office in July, administered by Justice Arun Palli, Chief Justice of the Jammu and Kashmir and Ladakh High Court.
