New Delhi: In a major milestone for procedural reform and digital governance, the Department of Legal Affairs (DLA) under the Ministry of Law & Justice has successfully integrated the Legal Information Management and Briefing System (LIMBS) with the Public Financial Management System (PFMS).
This integration marks a significant leap toward full digitalization of advocate fee payments, replacing traditional paper-based workflows with a seamless, electronic e-Bill module. The reform is part of the Government of India’s broader push for efficiency, transparency, and digital transformation under Special Campaign 5.0, and aligns with the vision of Ease of Doing Business and Digital India.
From Manual Processing to Fully Digital Workflow
Until recently, payment of fees to advocates required physical verification and submission of hard copies to the Pay & Accounts Office, often leading to delays and administrative inefficiencies.
The newly enhanced e-Bill module allows end-to-end electronic processing of fee disbursals for Law Officers and Panel Advocates. Bills generated on the LIMBS platform are now seamlessly transmitted to PFMS for digital verification, sanction, and direct payment to the beneficiary’s account — without any physical file movement.
Each claim generates a Claim Reference Number (CRN), enabling real-time tracking, faster processing, and enhanced transparency. The system ensures uniformity, accountability, and timely disbursement while strengthening digital record-keeping across Ministries and Departments.
Expanding Digital Coverage to More Litigation Units
The Central Agency Section (CAS) of the DLA implemented the e-Bill module for panel advocate payments through LIMBS in February 2025. Following its success, the Department is now preparing to extend the system to additional litigation units, including the Delhi High Court.
A proposal is also under consideration to develop a Retainer Fee Module within LIMBS to handle periodic payments to Law Officers, further streamlining legal financial management.
Promoting Transparency, Speed, and Sustainability
The integration of LIMBS with PFMS has not only accelerated payment cycles but also ensured environmental sustainability by eliminating paper usage. It enhances transparency and accountability through digital audit trails, reduces human error, and supports the standardization of legal fee processes across government bodies.
This initiative directly contributes to the objectives of Special Campaign 5.0, which emphasizes procedural simplification, digital transformation, and citizen-centric service delivery.
By adopting this reform, the Department of Legal Affairs reinforces its commitment to building a digitally empowered, efficient, and transparent legal administration system, aligning with the vision of Viksit Bharat @2047.
