Madhya Pradesh Government Promotes IAS Officers Deepali Rastogi & Shiv Shekhar Shukla to Additional Chief Secretary

Bhopal: In a significant administrative move, the Madhya Pradesh government has promoted two senior IAS officers, Deepali Rastogi and Shiv Shekhar Shukla, to the prestigious post of Additional Chief Secretary (ACS). The promotion order, which will be effective from September 1, 2025, was issued by the General Administration Department on Saturday, August 30.

Promotion Details

Both Deepali Rastogi and Shiv Shekhar Shukla, who were previously serving as Principal Secretaries, have now been elevated to the Chief Secretary’s pay scale. This marks a pivotal shift in their careers, further solidifying their roles in the state administration.

Deepali Rastogi, a 1994 batch IAS officer, was serving as the Principal Secretary in the Panchayat and Rural Development Department. She has now been appointed as Additional Chief Secretary (ACS) of the same department, continuing her vital work in the rural development sector.

Similarly, Shiv Shekhar Shukla, also a 1994 batch IAS officer, previously held the position of Principal Secretary in the Culture and Tourism Department. He has been appointed as Additional Chief Secretary of the same department, maintaining his focus on Madhya Pradesh’s tourism and cultural landscape.

Vacant Posts and Transition

The promotion comes in the wake of the retirement of JN Consotia, the former Additional Chief Secretary (ACS) of the Home Department, on August 29. With his retirement, an ACS post became available, and it was expected that Deepali Rastogi would be promoted from Principal Secretary to the ACS role. However, in a surprise move, both Deepali Rastogi and Shiv Shekhar Shukla were promoted to the Additional Chief Secretary position.

It was previously believed that Shiv Shekhar Shukla’s promotion had been delayed due to the unavailability of the Chief Secretary position. However, with the promotion of both officers, the Madhya Pradesh government has moved ahead with this reshuffle.

No Change in Departmental Responsibilities

Despite the promotion, there has been no change in the departmental responsibilities of both officers. Deepali Rastogi will continue to oversee the Panchayat and Rural Development Department, and Shiv Shekhar Shukla will retain his role in Culture and Tourism. The promotion now formalizes their positions within the state’s senior administrative hierarchy.

Key Administrative Roles and Additional Charges

Deepali Rastogi: In addition to her role as ACS, she has held the responsibility of Rural Development Commissioner for Madhya Pradesh in Bhopal (Additional Charge).

Shiv Shekhar Shukla: Along with his responsibilities as ACS, he continues to hold several key positions, including:

Commissioner-Co-Secretariat, Swaraj Sansthan Operating Committee Managing Director

Managing Director of Madhya Pradesh State Tourism Development Corporation

Director General of Madhya Pradesh State Human Museum

Managing Director of State Handloom and Handicraft Development Corporation

Managing Director of M.P. Warehousing and Logistics Corporation

Managing Director of M.P. Employment Generation and Other Construction Corporation (Additional Charge)

The promotion of Deepali Rastogi and Shiv Shekhar Shukla to the Additional Chief Secretary positions highlights the state government’s confidence in these senior officers’ leadership. Both officers are expected to continue their impactful work in rural development and cultural and tourism development, with their new roles further elevating their importance in shaping the state’s growth trajectory.
