Bhopal: Employees at the Madhya Pradesh Secretariat staged a symbolic protest on Wednesday against the recently introduced MP Civil Services Promotion Rules, 2025. Wearing black caps with protest slogans during working hours, they alleged that the new rules were biased against unreserved, backward class, and minority category employees.
20% ST and 16% SC Reservation Under New Norms
As per the new policy, 20% of promotions will be reserved for Scheduled Tribes (ST) and 16% for Scheduled Castes (SC), with an added provision of merit-based assessment for these categories. Staff representatives argue that this structure will significantly reduce promotional opportunities for employees from unreserved and other non-beneficiary categories.
Union Plans Lunch-Hour Demonstration Outside Secretariat
Sudhir Nayak, president of the Secretariat Employees’ Union, confirmed that employees will stage another demonstration during the lunch break on Thursday outside Gate No. 2 of the Secretariat. He also stated that a joint meeting of unreserved, backward class, and minority employee representatives will be held by June 29 to discuss the future course of action.
Government Convenes High-Level Review Meeting
In response to the growing discontent, a high-level meeting has been scheduled at 10:30 AM on Thursday. The review will be conducted in the presence of the Chief Secretary and senior officials from various departments. However, no representatives from the protesting employee groups have been invited to the meeting, prompting further resentment among staff.
