Chandigarh: 1990 batch Senior IAS officer Anurag Rastogi has been appointed as the new Chief Secretary of Haryana, replacing Vivek Joshi (IAS: 1989: HY), who assumed the position of Election Commissioner earlier the same day. Rastogi’s appointment was officially confirmed late on Wednesday night.
According to an official order, Rastogi has been posted as the Chief Secretary of Haryana and will also oversee several key departments, including the General Administration Department, Human Resources, Personnel & Training, Parliamentary Affairs, Vigilance, and Plan Coordination. Additionally, he has been given the additional charge of Additional Chief Secretary of Finance and Planning Department, strengthening his role in the state’s administration.
There is a tradition in the Haryana government where the Financial Commissioner Revenue (FCR) is appointed as the Chief Secretary, and this practice has continued this time as well. Mr Rastogi is expected to take charge of the Chief Secretary position today and will retire on June 30.
Prior to this appointment, Mr Rastogi served as the Additional Chief Secretary and Financial Commissioner in the Revenue & Disaster Management & Consolidation Department. He also held the position of Additional Chief Secretary for the Finance and Planning Department, where he was instrumental in managing the state’s financial matters.
He originally hails from Moradabad in Uttar Pradesh. After completing his training, he was posted as the SDM in Narnaul on 17th August 1992. Following this, he served as the ADC. He has also held the positions of DC in both Panipat and Hisar. Additionally, he has served as the Director and Principal Secretary in several key departments. He was appointed as the Additional Chief Secretary (ACS) in 2021.
Mr Rastogi’s appointment comes just three months after Vivek Joshi took over as Haryana’s Chief Secretary on November 1, 2024, following the retirement of TVSN Prasad (IAS: 1988: HY). Joshi had been repatriated to Haryana on October 26, 2024, at the request of the state government. His tenure, however, was brief, as he moved on to take charge as an Election Commissioner, marking another significant transition in the state’s top bureaucracy.
Before his repatriation to Haryana, Vivek Joshi had served as the Secretary of the Department of Personnel and Training (DoPT) at the central government level, a critical position that contributed to his vast administrative experience.
This administrative reshuffle in Haryana reflects the dynamic changes at the top echelons of the state’s governance. With the appointment of Mr Rastogi, the state is set to continue its focus on administrative reforms and strategic governance, particularly in key sectors like finance, planning, and human resources.
