In a significant administrative reshuffle, Delhi Lieutenant Governor Vinay Kumar Saxena has made key changes in the Delhi government, including the transfer of several IAS officers and new appointments. One of the most notable changes is the appointment of Dr. Madhu Rani Teotia, an IAS officer of 2008 batch, as the Secretary to the Chief Minister of Delhi, Rekha Gupta.
Along with her, IAS officers Sandeep Kumar Singh and Ravi Jha (both 2011 batch) have been appointed as Special Secretaries to the Chief Minister.
Who is Dr. Madhu Rani Teotia?
Dr. Madhu Rani Teotia, an IAS officer of AGMUT cadre, has earned a reputation as a sharp, serious, and honest administrator. Her new role as Secretary to the Chief Minister marks a significant step in her distinguished career in public service.
Before becoming an IAS officer, Ms Teotia was a homeopathic doctor and later pursued a management degree. She joined the Indian Administrative Service in 2008. However, her name gained widespread recognition following the tragic murder of her husband, IPS officer Narendra Singh, who was killed by the local mining mafia in Morena in 2012.
Mr Singh, a dynamic officer who had seized numerous vehicles involved in illegal mining, was crushed under the wheels of a tractor-trolley driven by an alleged member of the mining mafia in Morena. This act of violence sent shockwaves through the state’s police force, creating an atmosphere of fear.
Teotia and Singh had married in 2009, and just a few days after his untimely death, she gave birth to their child. In the aftermath, she demanded a CBI inquiry into her husband’s murder, which was later approved. The Central Government took the case seriously, considering it a special circumstance, and allowed Teotia to change her cadre. She was transferred from the MP cadre to the AGMUT cadre, a decision that opened up new opportunities for her in the public administration.
Before this appointment, Dr. Teotia served as the Additional Chief Executive Officer at the National Health Authority (NHA), under the Union Ministry of Health and Family Welfare. Her tenure at NHA has been marked by a focus on healthcare reforms, and her experience in the health sector is expected to play a pivotal role in her new role in the Delhi CM’s office.
Dr. Teotia’s appointment reflects her strong leadership and administrative acumen, which are highly valued in Delhi’s dynamic governance landscape.
