Shillong: In a significant move aimed at enhancing administrative efficiency, the Meghalaya government on Friday announced a comprehensive bureaucratic reshuffle, transferring and posting multiple senior officers across departments. Notably, four Indian Forest Service (IFS) officers have been inducted into civil administration roles, a rare but strategic decision indicating a broadened approach to governance.
IFS Officers Get Key Civil Administration Roles
The reshuffle includes several IFS officers being appointed to positions typically held by IAS officers, signaling a flexible approach in leveraging administrative talent across services:
- Harish Chandra Chaudhary (IFS) has been appointed as Principal Secretary, Fisheries Department.
- M.B.K. Reddy (IFS) has taken over as Principal Secretary, Mining & Geology Department.
- Gavade Sachin Shankar (IFS) has been posted as Joint Secretary, Planning, Investment Promotion & Sustainable Development Department, and will also serve as Executive Director, MBDA, and Additional Project Director, MegLIFE.
Significant Changes in IAS Leadership
Key changes have also been made within the Indian Administrative Service (IAS) cadre–
Swapnil Tembe (IAS) has been transferred and posted as Secretary, Finance Department, a critical role amid evolving fiscal priorities.
D.D. Sangma (IAS) has been given additional charge as Executive Chairman, Meghalaya Board of School Education (MBOSE).
T.G. Momin (IAS) has been assigned additional charge as Secretary, Meghalaya Farmers’ (Empowerment) Commission.
Jagdish Chelani (IAS) has been given additional charge as State Project Director, Sarva Shiksha Abhiyan, reinforcing the government’s focus on education.
MCS Officers Receive Strategic Assignments
Several officers from the Meghalaya Civil Service (MCS) cadre have also been entrusted with key responsibilities:
Ashish M. Sangma (MCS) has been posted as Joint Secretary, Home (Police) and Home (Political) Departments, and Secretary, State Level Public Grievance Committee.
Banteilang Kharshandi (MCS) has been given additional charge as Nodal Officer, POSHAN, reinforcing the state’s nutrition and child welfare efforts.
Manaliza Lakiang (MCS) is now Secretary, Meghalaya Public Service Commission (MPSC).
Sanborn Marwein (MCS) has been appointed as Additional Deputy Commissioner in charge of Mawshynrut Civil Sub-Division, replacing Clement Phorword Mawkon (MCS), who has been relieved of the position.
State Signals Administrative Realignment for Efficiency
This reshuffle reflects the Meghalaya government’s ongoing efforts to streamline administration, introduce fresh perspectives, and better align departmental leadership with developmental goals. By integrating IFS officers into civil administrative roles, the state appears to be prioritizing cross-sectoral expertise and leadership flexibility.
Officials from the Chief Minister’s office have indicated that further administrative reforms may be introduced in the coming months.
