The Ministry of Finance has officially released the Indian Civil Accounts Service (ICAS) Recruitment Rules, 2025, replacing the earlier 2006 guidelines. Issued via Notification No. F. No. A-12018/3/2015-Ad.I on May 30, 2025, these revised rules aim to enhance transparency, streamline recruitment, and strengthen the efficiency of the government’s accounting system. The new rules take immediate effect.
As per the updated norms, recruitment to the Junior Time Scale (entry-level) will be split equally—50% through the Civil Services Examination conducted by UPSC, and 50% via promotion from Senior Accounts Officers. A structured progression path has been laid out from the Junior Time Scale to the apex position of Controller General of Accounts, reinforcing both procedural and career clarity within the cadre.
One of the major changes includes the provision of higher pay scales to ICAS officers in alignment with their IAS counterparts from the same batch, even without formal promotion. The cadre strength remains fixed at 317 officers, with positions ranging from Assistant Controller of Accounts to Controller General of Accounts. Pay levels span from Rs. 56,100 to Rs. 2,25,000 as per the pay matrix.
All new entrants must undergo a two-year probation period, including a compulsory foundation course. The government retains the authority to extend or reduce this probation based on individual performance.
The rules also enforce strict eligibility norms—excluding individuals in polygamous marriages, unless permitted under personal laws—and ensure adherence to reservation policies for SC, ST, OBC, and other special categories. ICAS officers may be posted anywhere in India or abroad, underscoring the all-India nature of the service.
The Department of Expenditure will continue to serve as the cadre’s Controlling Authority. Promotion and Non-Functional Upgradation (NFU) will be governed by structured mechanisms through committees like the Departmental Promotion Committee and the Screening Committee, fostering merit-based career progression.
