New Delhi: In a significant departure from the longstanding bureaucratic protocol, the Modi government has approved the promotion of 20 Indian Revenue Service (IRS-IT) officers of the 2001 batch to the prestigious rank of Principal Commissioner of Income Tax (Pr. CIT) in Level 15 of the Pay Matrix (₹1,82,200 – ₹2,24,100).
What makes this promotion remarkable is that it precedes the empanelment of Indian Administrative Service (IAS) officers from the same 2001 batch for the equivalent Additional Secretary rank – a move considered unprecedented in civil services history.
Breaking Tradition: IRS Officers Outpace IAS Batchmates
Traditionally, IAS officers are the first to be empanelled for senior administrative positions in Level 15, followed by officers from other All India and Central Civil Services such as the IRS, IPS, and IFS.
However, this decision places IRS officers ahead of their IAS peers for the 2001 batch. Notably, the IAS 2000 batch saw empanelment of only 16 officers as Additional Secretaries earlier this year — 15 in March 2025 and one in June 2025 – while empanelment for the 2001 batch IAS officers has not yet commenced.
This rare move has sparked discussions across bureaucratic and policymaking circles.
Top-Level Intervention Cleared the Bottleneck
According to sources familiar with the matter, the promotion file faced delays as it moved across departments and required intervention at the highest levels to expedite the process.
It is also speculated that the urgency may have been influenced by reports that one of the officers from the 2001 batch is considering voluntary retirement (VRS) to contest elections — further compelling authorities to finalize promotions without delay.

The following 20 officers from the 2001 IRS (IT) batch have been promoted to Principal Commissioner of Income Tax –
