With the upcoming retirement of Madhya Pradesh Chief Secretary Mr. Anurag Jain on August 31, the state’s top bureaucratic post is at the center of speculation. While there is still a possibility of Mr. Jain receiving an extension, the reallocation of roles for two senior IAS officers of Madhya Pradesh cadre—Ms. Alka Upadhyay and Mr. V.L. Kantarao—has reshaped the dynamics of succession.
Ms. Alka Upadhyay Appointed Secretary in Minority Affairs Ministry
Ms. Alka Upadhyay, a 1990-batch IAS officer known for her administrative capabilities, was seen as a strong contender for the post of Madhya Pradesh Chief Secretary. However, in a bureaucratic reshuffle carried out by the central government on Friday, she has been appointed Secretary in the Ministry of Minority Affairs. Until now, she served as Secretary in the Department of Animal Husbandry and Dairying.
This new assignment at the Centre may reduce her likelihood of returning to Madhya Pradesh to assume the Chief Secretary role, effectively narrowing the competition for the state’s top bureaucratic office.
Mr. V.L. Kantarao Gets Ministry of Jal Shakti Portfolio
Mr. V.L. Kantarao, another MP cadre officer, has also been reassigned in this bureaucratic reshuffle. A 1992-batch IAS officer, Mr. Kantarao will now take charge of the Department of Water Resources, River Development and Ganga Rejuvenation under the Ministry of Jal Shakti. He previously served as Secretary in the Ministry of Mines.
Race for New Chief Secretary Narrows Down in Madhya Pradesh
With Ms. Alka Upadhyay’s reassignment to the central ministry, the contenders for the Chief Secretary post in Madhya Pradesh appear to be narrowing. Among those still in the fray are Additional Chief Secretary Dr. Rajesh Rajoura (1990-batch IAS officer) and Mr. Ashok Barnwal (1991-batch IAS officer). Both are senior officers with extensive experience in administrative governance within the state and are considered front-runners if Mr. Jain retires without an extension.
Madhya Pradesh Cadre IAS Officers Playing Key Roles at National Level
These appointments reflect the continued trust and reliance the Central Government places in Madhya Pradesh cadre officers for handling key portfolios. While this elevates the professional stature of these officers at the national level, it also shifts the equation back home in Bhopal, where the administrative leadership is undergoing a transition.
