Mussoorie: The Lal Bahadur Shastri National Academy of Administration (LBSNAA), in collaboration with the Department of Land Resources (DoLR), Ministry of Rural Development, has inaugurated a two-day National Training-cum-Workshop on the NAKSHA Programme, a cutting-edge initiative aimed at revolutionising urban land governance in India.
Held from October 6–7, the workshop convenes District Magistrates and Collectors from across the country to build administrative and technical readiness for the programme’s nationwide rollout.
What Is the NAKSHA Programme?
NAKSHA is a pioneering one-year pilot project under the Digital India Land Records Modernization Programme (DILRMP). Its goal is to bring transparency, efficiency, and accessibility to urban land management by leveraging:
- Geospatial mapping
- Global Navigation Satellite System (GNSS)
- Web-GIS technologies
- Advanced data analytics
This digital-first approach aims to eliminate ambiguity in land ownership, streamline property taxation, and support urban planning, forming the foundation of the ‘One Nation, One Land Record’ vision.
Leadership and Expert Participation
The workshop was inaugurated with a keynote address by Shri Manoj Joshi, Secretary, Department of Land Resources, who highlighted NAKSHA’s potential to transform urban land records into a transparent, updated, and accessible system.

- Shri S. K. Sinha, Additional Surveyor General, Survey of India
- Experts from Madhya Pradesh State Electronics Development Corporation (MPSEDC)

Civil Servants Share Practical Perspectives
Senior civil servants from across the country also addressed participants, offering ground-level insights into effective implementation. Speakers included:

- Mr S. Chockalingam, Principal Secretary, Government of Maharashtra
Their sessions focused on the technical, legal, and administrative dimensions of the NAKSHA programme, aiming to empower district-level leadership with tools and strategies for seamless execution.
Capacity Building for a Digital Future
Organised by the B N Yugandhar Centre for Rural Studies at LBSNAA, the workshop promotes interdisciplinary learning and knowledge exchange between field officers and domain experts. The event is part of a broader national effort to equip district administrations with the skills, technology, and legal frameworks needed to transition towards digitally authenticated urban land records.
As India moves closer to achieving its Digital India vision, the NAKSHA Programme stands out as a transformative milestone in making land records citizen-centric, efficient, and tamper-proof.
