Bodh Gaya: The Bihar Institute of Public Administration and Rural Development (BIPARD), Bodh Gaya, began its two-day Manthan-2025 administrative workshop today, bringing together senior administrative officials from across the state. The high-level event witnessed the participation of District Magistrates, Divisional Commissioners, and other senior officers from all districts of Bihar.
The workshop was inaugurated by Chief Minister Nitish Kumar, who arrived in Bodh Gaya from Patna via a special aircraft and was accorded a grand welcome. During the inauguration, CM Kumar also unveiled several new facilities developed within the BIPARD campus. Senior officials, including the Advocate General of Bihar, were present at the event.
Focus on Governance Reforms and Administrative Efficiency
The Manthan-2025 workshop emphasized key topics such as administrative reforms, effective implementation of development schemes, law and order management, public service delivery, innovation, and good governance. The sessions are aimed at strengthening district-level governance systems, reviewing ground-level implementation of government programs, and enhancing administrative efficiency.

Tight Security Arrangements
Security measures were strictly enforced in view of the Chief Minister’s visit. Senior police officials, including the City SP, conducted thorough inspections of the BIPARD campus, Bodh Gaya, and surrounding areas. Adequate police forces were deployed along key routes and at the venue, assisted by magistrates to ensure safety.
Traffic Management for the Event
To facilitate smooth movement and security, traffic arrangements were revised in Gaya city. Special traffic plans were implemented on routes leading to BIPARD and Bodh Gaya. Certain roads were restricted for vehicle entry, while alternative routes were designated to maintain traffic flow. The administration appealed to the public to follow traffic rules during the event.
Strengthening District-Centric Governance
Through Manthan-2025, the Bihar government aims to reinforce district-centric governance, conduct detailed reviews of ongoing schemes, and improve administrative practices across the state. Following the inauguration, CM Nitish Kumar also visited the Mahabodhi Temple in Bodh Gaya for a ceremonial darshan of Lord Buddha.
