New Delhi: As part of Vigilance Awareness Week 2025, NLC India Limited (NLCIL) organized a workshop on Government e-Marketplace (GeM) procurement procedures at its Learning & Development Centre in Neyveli. The session was jointly coordinated by the NLCIL Vigilance Department and the company’s GeM Nodal Officer.
The workshop witnessed participation from around 100 senior executives across various domains and units of NLCIL. Executives from outstation projects and joint ventures also joined the session through video conferencing, reflecting the organization’s commitment to knowledge sharing across its entire network.
Emphasis on Adaptability and Organizational Excellence
Addressing the gathering, Thiru. Appakannu Govindarajan, IPoS, Chief Vigilance Officer (CVO), NLCIL, emphasized the importance of embracing changes in the evolving procurement ecosystem. He underlined the need to strengthen internal systems instead of attributing challenges to the GeM platform.
“Instead of focusing on shortcomings in the GeM portal, we must improve our internal procurement mechanisms and eliminate silo-based functioning. As a company aspiring to be a pan-India player in the coal and power sectors, adaptability and efficiency are key,”
said the CVO.

Senior Leadership Highlights Process Improvement
Executive Directors Thiru. Majumdar (Corporate Contracts & MMC) and Thiru. D.V.S.N. Murthy (Legal & CSR) addressed the participants, highlighting the necessity of refining purchase processes and ensuring transparency at every stage of procurement. They reiterated NLCIL’s dedication to adopting best practices aligned with national procurement reforms.
GeM Portal Updates and Interactive Session
Thiru. Jayavadivel Raja, representative from GeM, presented the latest updates and features of the procurement portal and responded to queries raised by participants.
The discussion covered several key topics, including:
- Mandatory estimate value for compliance with GFR-149
- Rules against negotiation post-reverse auction
- The newly introduced Quality and Cost Based Selection (QCBS) method for service procurement
- Other procedural and technical clarifications to enhance compliance and efficiency
Reaffirming Commitment to Ethical Procurement
Earlier, Tmt. R. Latha, GeM Nodal Officer, NLCIL, welcomed the participants and outlined the objectives of the workshop.
The event concluded with a reaffirmation of NLCIL’s commitment to fostering a transparent, efficient, and ethical procurement culture, in line with the principles of “Vigilant India, Prosperous India.”
