In light of the upcoming Bihar Assembly elections, the state government has imposed a strict ban on the transfer of officials and personnel engaged in the Special Intensive Revision of the voter list. The directive comes following instructions from the Election Commission of India (ECI), emphasizing the national significance of the revision process.

Chief Secretary Issues Directive to Ensure 100% Availability
Bihar Chief Secretary Mr. Amritlal Meena (1989-batch IAS officer) has issued a clear order to all divisional commissioners and district magistrates across the state, urging them to ensure that there is no shortage of manpower at any level for this crucial exercise. He underscored that the voter list revision is to be implemented first in Bihar and must be executed with full preparedness.
In his directive, Mr. Meena highlighted the essential roles of Electoral Registration Officers (EROs), Assistant Electoral Registration Officers (AEROs), BLO Supervisors, and Booth Level Officers (BLOs). Many of these are teachers, Vikas Mitras, Anganwadi Sevikas, Kachhari Secretaries, Panchayat Secretaries, and Tola Sevaks who have been deployed for BLO duties.
Transfer Ban to Ensure Continuity and Efficiency
The Chief Secretary clearly stated that these personnel should not be transferred under any circumstances during the course of the revision. Furthermore, any other officers associated with this program must also remain in place, and proper alternative arrangements must be made for their regular departmental duties.
Mr. Meena directed all district-level officials to take all necessary actions to ensure the success of the Election Commission’s Special Intensive Revision Program 2025 in Bihar.
