Noida / Lucknow: A day after the tragic death of a 27-year-old software engineer whose car plunged into a water-filled pit in Noida, the Uttar Pradesh government has taken swift administrative action. Noida Authority Chief Executive Officer (CEO) Lokesh M, an IAS officer of 2005 batch, has been removed from his post and placed on the waitlist, while Chief Minister Yogi Adityanath has ordered the formation of a Special Investigation Team (SIT) to probe the incident.
The move comes amid growing public outrage and allegations of gross negligence following the death of Yuvraj Mehta, a tech professional who drowned nearly two hours after his vehicle fell into an uncovered drain at a construction site in Sector 150, Greater Noida.
What Happened: Timeline of the Tragic Incident
The fatal accident occurred late Saturday night when Yuvraj Mehta, a resident of Tata Eureka Park Society, Noida, was returning home. Due to poor visibility caused by dense winter fog, his SUV missed a turn and plunged into a more than 20-feet-deep pit filled with water at an under-construction site.
According to police and official records, the pit was poorly secured and lacked basic safety measures such as:
- Barricades
- Fencing
- Reflectors
- Warning lights
These lapses made the area extremely hazardous, especially during nighttime and low-visibility conditions.

Two Hours of Struggle Inside the Pit
In a heart-wrenching account, Yuvraj’s father Raj Kumar Mehta revealed that his son remained alive for nearly two hours after the accident.
“My son was struggling to save himself. He kept repeating ‘papa bachao, papa bachao’ every time we spoke on the phone,” he told media.
Using his mobile phone’s torch, Yuvraj attempted to signal his location from inside the dark, fog-filled pit. His father alleged that despite the presence of people at the site, no effective rescue operation was carried out during the crucial period when Yuvraj could have been saved.
“He was shouting ‘help, help’ so that people might hear him, but most were just watching. Some were making videos,” the grieving father said.
According to Raj Kumar Mehta, his son’s phone went silent around 2:30 am, nearly two hours after the accident occurred around midnight.
Noida Authority CEO Removed, Officials Suspended
Following the incident, the Uttar Pradesh government removed Lokesh M, CEO of the Noida Authority, citing administrative accountability. He has been placed on a waitlist pending further action.
Earlier, the Noida Authority had also initiated disciplinary measures against officials responsible for traffic and infrastructure works in the area –
- Naveen Kumar, Junior Engineer and in-charge of the Noida traffic cell, has been suspended
- Show-cause notices have been issued to other officials linked to the site
These actions signal a tightening of accountability over alleged lapses in urban infrastructure safety.
SIT Formed to Probe Noida Techie’s Death
Chief Minister Yogi Adityanath has constituted a three-member Special Investigation Team (SIT) to conduct a comprehensive probe into the incident.

According to an official statement, the SIT has been directed to –

The team has been instructed to submit its report to the Chief Minister within five days.

The incident has reignited debate over urban infrastructure safety, construction oversight, and emergency response mechanisms in fast-growing cities like Noida and Greater Noida.
Contradicting official claims of prompt rescue efforts, the family’s account suggests serious failures in –

Public anger has intensified, with citizens demanding stricter accountability and systemic reforms to prevent such tragedies.
Drowned Before Rescue Arrived
Yuvraj drowned before the NDRF could reach the spot. Dense fog prevented visibility, and only his voice could be heard as he shouted for help for nearly 80 minutes, saying the car would sink. Around 1:45 AM, the car submerged in the water-filled pit. The NDRF arrived at 1:55 AM, and the body was recovered at about 4:30 AM.
‘No One Was Willing to Enter the Water’
Eyewitness Munendra, a delivery boy, said he saw police and a crowd at the site while Yuvraj cried for help using his phone’s flashlight. No one entered the water, including the police, who cited freezing conditions and iron rods. Munendra tied a rope around his waist and attempted a rescue but failed due to darkness and fog.
Family Background
Yuvraj’s father, Rajkumar Mehta, lives in Sector-150 and is a retired director of the State Bank of India. His wife passed away a few years ago. His elder daughter is married and resides in the UK. Yuvraj was the only son and worked as a software engineer at Dunnhumby India in Gurugram.
Protest and Authority’s Response
Following the incident, locals protested, blaming the Noida Authority’s negligence and pointing out repeated accidents at the intersection. Despite earlier requests for barricades and reflectors, no action had been taken. Later that evening, the authority dumped large quantities of debris near the accident site.
