NRL and BPCL Forge Strategic Partnership to Boost Crude Sourcing and Product Evacuation for 6 MMTPA Refinery Expansion

New Delhi: Numaligarh Refinery Limited (NRL) and Bharat Petroleum Corporation Limited (BPCL) today signed a Master Agreement to establish a dedicated Crude Oil Procurement Cell at NRL. The initiative aims to streamline crude sourcing and product evacuation from the additional 6 MMTPA capacity being added under the Numaligarh Refinery Expansion Project (NREP).

Dedicated Crude Procurement Cell to Enhance Operational Efficiency

Under the agreement, BPCL will leverage its extensive expertise in international trade to provide capacity building and handholding support to NRL. This collaboration will enable efficient import of crude oil and export of petroleum products from the expanded refinery, ensuring smooth operational flow and better integration with global supply chains.

The dedicated cell is expected to play a crucial role in optimizing procurement strategies, reducing costs, and improving timelines for crude sourcing, thereby supporting the refinery’s enhanced capacity and strategic growth objectives.

High-Level Signatories Highlight Strategic Collaboration

The agreement was signed by Manoj Heda, Executive Director (International Trade), BPCL, and Pratul Kumar Saikia, Senior Chief General Manager (Finance), NRL. The ceremony was attended by NRL Managing Director Bhaskar Jyoti Phukan, Director (Finance) Sachidananda Maharana, and senior officials from both companies.

This partnership reflects a broader effort by oil PSUs to deepen collaboration and synergize operations, aligning with national goals of energy security, Make in India, and Atmanirbhar Bharat.
