Bhubaneswar: The Odisha Government has carried out a significant reshuffle among senior IAS officers, assigning them new roles across critical departments. The General Administration & Public Grievance (GA&PG) Department released the official notification on Friday, outlining the changes that aim to enhance administrative efficiency and governance in the state.
This reshuffle includes new appointments and additional charges in departments such as School & Mass Education, Tourism, Panchayati Raj, Home, and Commerce & Transport, among others.
Highlights of the IAS Transfers and Appointments:
- Thirumala Naik N. (IAS 2009) has been appointed as Commissioner-cum-Secretary, School & Mass Education Department. She will assume charge following the exit of Shalini Pandit, IAS, on October 13, 2025.
- Girish S.N. (IAS 2002) will now hold additional charge as Commissioner-cum-Secretary of Mission Shakti Department, while continuing as head of Panchayati Raj & Drinking Water.
- Mansi Nimbhal (IAS 2010) has been posted as Managing Director, Odisha Lift Irrigation Corporation, and will continue her role as Additional Secretary, Water Resources Department.
- Surendra Kumar Meena (IAS 2012) has been named Additional Secretary, ST & SC Development, Minorities & Backward Classes Welfare Department.
- Subhashree Nanda (IAS 2013) has been shifted to the Planning & Convergence Department as Additional Secretary.
- Chanchal Rana (IAS 2014), currently Commissioner, Bhubaneswar Municipal Corporation, will retain his additional responsibilities as Vice-Chairman of BDA and MD of Bhubaneswar Smart City Ltd.
- Premjit Nayak (IAS 2014) is now appointed as Director, Scheduled Tribes.
- Deepankar Mohapatra (IAS 2014) will now serve as Director, Tourism, while continuing as Managing Director, Odisha Tourism Development Corporation.
- Pranati Chhotray (IAS 2014) moves to the Home Department as Additional Secretary.
- Nivedita Prusty (IAS 2015) will now be the MD of Boyanika, retaining additional charge as Director, Handicrafts.
- Madhusmita Samal (IAS 2015) has been posted as Additional Secretary, Panchayati Raj & Drinking Water Department and will also serve as Director, State Institute of Rural Development.
- Sanjay Kumar Biswal (IAS 2015) has been promoted to Additional Secretary, Commerce & Transport Department.
- Kanhu Charan Dhir (OAS), currently Private Secretary to the Deputy CM, will now be Director, Minor Minerals, effective from October 13, after the departure of Samarth Verma.
A Move to Strengthen State Administration
This reshuffle marks a strategic move by the Odisha Government to bring in leadership changes that align with the state’s development priorities.
