In a significant development showcasing the Centre’s continued reliance on experienced state-level bureaucrats, senior Odisha-cadre IAS officer Ms. Shalini Pandit has been appointed as Joint Secretary in the Department of Financial Services under the Union Ministry of Finance.
This move follows a formal notification issued by the Ministry of Personnel on Saturday. Ms. Pandit, a 2001-batch Indian Administrative Service (IAS) officer, will serve a tenure of five years from the date of assuming charge or until further orders, as specified in the central government’s directive.
Strengthening Centre-State Bureaucratic Ties
Ms. Pandit’s central deputation is part of a broader pattern of high-performing officers from the Odisha cadre taking up key roles in the Union Government. Her new role places her in a critical position within the Department of Financial Services, which oversees India’s banking, insurance, and pension sectors.
Prior to this, Ms. Pandit was serving as Commissioner-cum-Secretary in the Department of School and Mass Education for the Odisha Government, where she played an active role in educational reforms and governance enhancements.
Continuity in National-Level Postings from Odisha
Ms. Pandit’s appointment comes just months after the central deputation of two other Odisha-cadre officers. Mr. Ashish Thakare, a 2011-batch IAS officer, was appointed Director in the Department of Empowerment of Persons with Disabilities, while Mr. R Vineel Krishna, from the 2005 batch, took over as Joint Secretary in the Department of Sports under the Ministry of Youth Affairs and Sports.
These appointments highlight Odisha’s growing contribution to central policymaking and administration.
Senior Bureaucrats from Odisha Gaining Prominent Roles
Earlier in April, senior IAS officer Mr. Nikunja Bihari Dhal, a 1993-batch officer who was serving as Additional Chief Secretary to Chief Minister Mr. Mohan Charan Majhi, was also appointed to a prominent central role. Mr. Dhal assumed charge as Secretary in the Ministry of Parliamentary Affairs, succeeding Mr. Umang Narula upon his retirement on June 30.
Enhancing Governance Through Cross-Level Bureaucratic Collaboration
Such central deputations are designed to foster administrative synergy between the Centre and states, promoting the exchange of best governance practices. With Ms. Pandit’s extensive experience in the education sector and policy execution, her new position is expected to bring further efficiency and strategic oversight to financial services governance at the national level.
