Bhubaneswar: The Odisha government on Wednesday carried out a minor administrative reshuffle, reassigning three young IAS officers to new district-level responsibilities as part of routine cadre management aimed at strengthening local administration.
The formal notification was issued by the General Administration Department Odisha, outlining fresh postings for officers from the 2022 and 2023 batches of the Indian Administrative Service.
Akshay Pille Posted as CDO and EO of Jagatsinghpur Zilla Parishad
Under the new order, Akshay Pille, who had been serving as Sub-Divisional Magistrate of Bonai in Sundargarh district, has been transferred as Chief Development Officer (CDO) and Executive Officer of Jagatsinghpur Zilla Parishad.
The government also cancelled his earlier posting order issued on March 12, under which he had been transferred as Additional District Magistrate of Paradip.
This revised order places him directly in a key development administration role at the district level.
Arugula Sneha Assigned to Puri with Additional Municipal Charge
In another significant posting, Arugula Sneha, currently serving as Sub-Divisional Magistrate of Padmapur, has been appointed Chief Development Officer and Executive Officer of Puri Zilla Parishad.
She has also been given additional charge as Commissioner of Puri Municipal Corporation, expanding her administrative responsibilities beyond district rural development into urban governance.
Her earlier transfer order appointing her as CDO of Mayurbhanj Zilla Parishad has been cancelled under the latest notification.
Kasturi Panda Shifted to Baripada as SDM
The reshuffle also affects Kasturi Panda, a 2023-batch officer who had been serving as Sub-Divisional Magistrate of Karanjia. She has now been transferred as Sub-Divisional Magistrate of Baripada in Mayurbhanj district.
Additionally, the state government has directed her to function under Section 14(4) of the Bharatiya Nagarik Suraksha Sanhita, 2023 in her jurisdiction as SDM (Baripada), enabling her to exercise statutory executive powers within the district.
Earlier Orders Revised for Two Officers
A notable feature of the latest reshuffle is that two previously issued transfer orders have been formally withdrawn or modified.
The earlier orders relating to Akshay Pille and Arugula Sneha, both issued in recent weeks, have now been superseded by fresh assignments reflecting revised administrative priorities.
Routine Cadre Adjustment to Strengthen District Administration
Officials indicated that the transfers are part of normal cadre adjustments involving recently inducted officers who had earlier been holding sub-divisional assignments.
The move is intended to provide these officers with broader administrative exposure in development, municipal governance and district coordination roles.
Such postings are often considered important in building field-level administrative experience for younger IAS officers.
Focus on Expanding Administrative Exposure for Young Officers
All three officers belong to recently recruited IAS batches and are currently in early field-career assignments.
By assigning them responsibilities across rural development bodies, municipal administration and district magistracy functions, the government appears to be broadening their administrative portfolios at an early stage.
