Odisha IPS Officers Yeshwant Jethwa, RP Koche Empanelled for DG-Level Posts at Centre

Centre Recognises Odisha Cadre’s Rising Role in National Policing and Strategic Leadership
Indian Masterminds Stories

Bhubaneswar: In a major recognition of Odisha cadre IPS officers’ growing prominence, the Appointments Committee of the Cabinet (ACC) has empanelled two senior IPS officers—Yeshwant Jethwa (1994 batch) and RP Koche (1993 batch)—for Director General (DG) or DG-equivalent positions in the Government of India.

This empanelment clears the path for their elevation to some of the country’s highest and most sensitive law enforcement or intelligence roles under central deputation.

Yeshwant Jethwa: Vigilance Head Known for Clean Image

Yeshwant Jethwa, currently serving as Director, Vigilance in Odisha, is widely respected for his anti-corruption leadership and institutional reforms within the state vigilance apparatus. A 1994-batch officer, Jethwa has received national appreciation for enhancing transparency and improving accountability in public services through systemic vigilance.

Colleagues cite his integrity, administrative clarity, and ethical leadership as key drivers behind his empanelment.

RP Koche: Strategic Intelligence Expert with Field Experience

RP Koche, a 1993-batch IPS officer currently posted as Director of Intelligence, has been known for his deep operational experience, particularly in sensitive internal security matters. His leadership in the state intelligence machinery has been pivotal during periods of heightened threat perception and complex law-and-order challenges.

Koche’s elevation to DG-rank eligibility is seen as a recognition of both his strategic acumen and command capabilities.

Odisha Cadre’s Growing Footprint in National Policing

The empanelment of both Jethwa and Koche marks a milestone for the Odisha cadre and reflects the Centre’s growing confidence in the state’s senior IPS officers. This also opens the door for their appointment to key posts such as the heads of central paramilitary forces, national-level intelligence agencies, or strategic security departments under the Ministry of Home Affairs.

A senior bureaucrat from Odisha commented, “This is a proud moment for the state. It affirms the talent and calibre of officers trained and nurtured in Odisha’s unique administrative and security landscape.”

What Empanelment Means

Empanelment does not guarantee appointment but qualifies the officers for consideration for DG-rank posts in central agencies. It is a crucial administrative step based on performance, reputation, and service record, conducted by the Department of Personnel and Training (DoPT) and approved by the ACC.
