New Delhi: The Public Enterprises Selection Board (PESB) has once again failed to recommend a suitable candidate for the crucial post of Chairman and Managing Director (CMD) of Electronics Corporation of India Limited (ECIL), a Schedule ‘A’ Central Public Sector Enterprise (CPSE) under the Department of Atomic Energy. This development is expected to delay the appointment process for the top leadership role at ECIL.
Five Candidates Interviewed, None Found Suitable
The PESB conducted interviews on Friday, where five applicants appeared before the board for the CMD position. The candidates included:
- Vippagunta Rama Manohara Rao, Director (Finance), RailTel Corporation of India Limited
- Vivek Jaiswal, Principal General Manager (Enterprise Business), BSNL
- R Venu Gopal, Senior General Manager, BSNL
- Krishna Mohan Srivastava, Senior General Manager & Business Area Head, BSNL (Sitapur)
- Dr. Ajit Kumar Thakur, Executive Director (Alternate Energy), Indian Oil Corporation Limited
Despite their diverse experience across public sector enterprises, the board expressed reservations about the suitability of all five candidates for the leadership role at ECIL.
PESB Advises Ministry to Explore Alternative Recruitment Routes
Following the interviews, PESB officially stated that no candidate was found fit for appointment as ECIL’s CMD. The board has recommended that the Administrative Ministry or Department responsible for ECIL’s oversight consider alternative selection mechanisms to fill the vacancy. Options suggested include constituting a Search-cum-Selection Committee (SCSC) or pursuing any other process deemed appropriate by the competent authority.
This recommendation implies that the ministry will now have to initiate fresh procedures, potentially extending the timeline for appointing a permanent head for ECIL.
Implications for ECIL’s Leadership and Future
The failure to appoint a CMD at ECIL, a key enterprise involved in nuclear electronics and defense technologies, raises concerns over leadership continuity and strategic decision-making at the company. With evolving technological challenges and increasing competition, a capable and visionary leader is critical to steering ECIL towards its growth and innovation goals.
This delay also reflects the broader challenges faced by the government in filling top posts in strategic public sector units, where finding candidates with the right mix of technical expertise and administrative acumen is often difficult.
Next Steps for Appointment Process
The Administrative Ministry is expected to take the PESB’s recommendations into account and decide on the formation of a Search-cum-Selection Committee or initiate other suitable recruitment processes. The decision and speed of action will be closely watched by stakeholders eager to see leadership stability restored at ECIL.
