Raipur: Prime Minister Mr. Narendra Modi presided over the 60th All India Conference of Director Generals/Inspector Generals of Police at the Indian Institute of Management, Raipur. The three-day conference, themed ‘Viksit Bharat: Security Dimensions’, saw participation from DGs, IGs, and senior officers from all States, Union Territories, and Central Police Organisations.
PM Stresses Transforming Public Perception and Youth Engagement
Addressing the gathering, the Prime Minister underscored the urgent need to transform public perception of the police, especially among the youth. He highlighted initiatives to enhance professionalism, sensitivity, and responsiveness within police forces. He also emphasized strengthening urban policing, reviving tourist police units, and increasing public awareness of newly enacted laws, including:
- Bharatiya Nyay Sanhita
- Bharatiya Sakshya Adhiniyam
- Bharatiya Nagrik Suraksha Sanhita
These laws replace colonial-era criminal statutes and aim to modernize India’s criminal justice framework.
Emphasis on Technology, AI, and NATGRID Integration
PM Modi called for the expanded use of technology, Artificial Intelligence, and integrated NATGRID databases to generate actionable intelligence. He encouraged collaboration with universities and academic institutions to strengthen forensic research, noting that enhanced forensic capabilities will improve investigation and prosecution standards.
Focus on National Security, Counter-Terrorism, and Coastal Policing
The conference included in-depth discussions on:
- Vision 2047 roadmap for policing
- Emerging counter-terrorism and counter-radicalization trends
- Women’s safety measures
- Fugitive tracking abroad
Forensic reforms for effective criminal investigation
The Prime Minister also emphasized innovative approaches for uninhabited island security, coastal policing, and rehabilitation of areas affected by Left Wing Extremism. Tackling drug abuse, he noted, requires a Whole-of-Government approach combining enforcement, rehabilitation, and community intervention.
Disaster Preparedness and Coordinated Response
Highlighting the importance of disaster management, the Prime Minister urged police chiefs to strengthen mechanisms for effective coordination and response to natural emergencies, including cyclones, floods, and the ongoing Cyclone Ditwah. He emphasized proactive planning, real-time coordination, and a holistic government approach to safeguard lives and minimize disruption.
Recognition and Awards
In his address, PM Modi distributed the President’s Police Medals for Distinguished Service to officers of the Intelligence Bureau. He also presented awards to the three best-performing cities in urban policing, a recognition introduced for the first time to encourage innovation and excellence in urban law enforcement.
Participation and Concluding Remarks
The conference was attended by the Union Home Minister, National Security Advisor, Ministers of State for Home Affairs, Union Home Secretary, and police leadership from across India. Over 700 officers of various ranks joined virtually, reflecting the nationwide scope and significance of the discussions.
PM Modi concluded by urging police leadership to modernize and realign policing practices in line with India’s national vision of Viksit Bharat, ensuring that law enforcement evolves alongside the country’s development ambitions.
