New Delhi: Prime Minister Narendra Modi on Saturday, December 27, 2025, chaired the second day of the National Conference of Chief Secretaries in New Delhi. The meeting brought together chief secretaries from all states and Union Territories to discuss governance reforms, implementation of government schemes, and long-term development goals.
The conference, which spans three days, focuses on aligning state initiatives with the national vision of Viksit Bharat while strengthening Centre-State cooperation.
Conference Focuses on Human Capital and Cooperative Federalism
Anchored in PM Modi’s vision of cooperative federalism, the National Conference serves as a platform for the Centre and states to collaboratively design a unified roadmap for development. The theme of this year’s conference is “Human Capital for Viksit Bharat”, highlighting strategies to maximize the country’s human potential and promote inclusive, future-ready growth.
Officials highlighted that the sessions emphasize improving early childhood education, schooling, skilling, higher education, sports, and extracurricular activities. The conference aims to identify practical steps that states and Union Territories can implement to strengthen human capital.

Special Sessions on Key Development Areas
The conference features six specialized sessions covering critical national priorities –
- Deregulation in States – Streamlining rules to improve ease of governance and business.
- Technology in Governance – Discussing opportunities, risks, and mitigation strategies for digital governance.
- AgriStack for Smart Supply Chains – Leveraging technology for efficient market linkages and agricultural growth.
- One State, One World-Class Tourist Destination – Promoting tourism development and branding.
- Atmanirbhar Bharat and Swadeshi – Strengthening self-reliance and domestic production.
- Strategies for a Post-Left Wing Extremism Future – Planning sustainable development and security strategies.
Additional discussions focus on heritage conservation, digitisation, and integrating Ayush systems into primary healthcare.
Prime Minister Reviews Presentations and Interacts with States
During the sessions, PM Modi reviewed presentations and engaged in detailed discussions with chief secretaries from across the country. Senior officials, including Principal Secretary Dr. P. K. Mishra, Cabinet Secretary T. V. Somanathan, and officials from NITI Aayog, attended the event.
PM Modi later shared on social media that the conference included “insightful discussions on various issues relating to governance and reforms,” underscoring the importance of continuous dialogue between the Centre and states for effective policymaking.
Significance and History of the Conference
The National Conference of Chief Secretaries is an annual platform for dialogue between the Centre and states, aimed at enhancing governance and development coordination. The previous editions were held in Dharamsala in June 2022, and in New Delhi in January 2023, December 2023, and December 2024.
This year, the Prime Minister will chair the final session on Sunday, delivering the closing address and summing up the roadmap for Viksit Bharat.
