Kochi: Prime Minister Narendra Modi laid the foundation stone for a ₹5,514 crore Polypropylene (PP) Plant at the BPCL Kochi Refinery, marking a major step toward strengthening India’s petrochemical sector and advancing the vision of Atmanirbhar Bharat.
Along with the petrochemical project, the Prime Minister also inaugurated and laid the foundation stone for several development initiatives related to Railways, highways, and rural development, aimed at accelerating infrastructure growth in Kerala.
Major Boost to India’s Petrochemical Sector
The Polypropylene Project, being developed by Bharat Petroleum Corporation Limited, will establish a 400 Kilo Tons Per Annum (KTPA) Polypropylene Unit along with associated facilities.
With a total investment of ₹5,514 crore, the project is expected to significantly increase domestic polymer production and reduce India’s dependence on imports. The unit will produce six grades of homopolymer polypropylene, which are widely used across several industries.
Key sectors expected to benefit include:
- Packaging and plastics manufacturing
- Automotive components
- Medical devices
- Household appliances
- Textiles and consumer goods
The project is scheduled to be completed by 31 October 2027.

Strengthening Domestic Manufacturing
Speaking at the event, Prime Minister Modi emphasized that continuous modernization and expansion of petroleum companies is crucial for national development.
He described the Kochi Polypropylene Plant as a significant milestone for India’s petrochemical ecosystem, stating that increased domestic polymer production will strengthen manufacturing capabilities and support the government’s self-reliance goals.
The availability of locally produced polypropylene will also help MSMEs and manufacturers by ensuring easier access to raw materials, reducing transportation costs, and improving production efficiency.
Petrochemical Park to Support Downstream Industries
To further strengthen the regional manufacturing ecosystem, the Kerala Industrial Infrastructure Development Corporation (KINFRA) is developing a Petrochemical Park near the Kochi Refinery.
The park will utilize the assured polypropylene supply from the refinery to attract polymer processing units and downstream industries, creating new investment opportunities and boosting local industrial growth.
Focus on Sustainability and Green Technology
The Polypropylene Unit will incorporate state-of-the-art UNIPOL® technology developed by W. R. Grace & Co.. This advanced technology uses an efficient gas-phase process, which has a lower carbon footprint compared to conventional liquid-phase technologies.
The project design focuses on:
- Reduced energy consumption
- Minimal raw material waste
- Environmentally responsible production processes
Additionally, a 34-acre green belt will be developed around the refinery complex to improve ecological balance.
Polypropylene itself is considered non-toxic, odourless, and environmentally safer, and any minor spills can be collected and reused as low-value material, further minimizing waste.

CSR and Community Development Initiatives
As part of its Corporate Environment Responsibility (CER) commitments, BPCL has earmarked ₹38.41 crore for initiatives aimed at improving the quality of life of communities living near the project area.
These initiatives will focus on:
- Community development programs
- Environmental improvement projects
- Enhancing living standards for local residents
Employment Opportunities from the Project
The project is expected to generate significant employment opportunities during both construction and operational phases.
- Around 2,500–3,000 workers will be employed during the peak construction phase.
- Once operational, the plant is expected to create around 300 direct and indirect jobs.
In addition, several indirect employment opportunities will arise in sectors such as transportation, warehousing, logistics, and polymer processing industries.
Driving Industrial Growth and Self-Reliance
The Polypropylene Plant at Kochi Refinery is expected to boost India’s petrochemical production capacity, support downstream industries, and strengthen the manufacturing ecosystem in the region.
Strategic investments in projects like this will help India reduce import dependence, attract industrial investments, and promote sustainable economic growth.
