New Delhi: The Railway Board has selected Mr. Jai Bhagwan Singh, an officer of the Indian Railway Accounts Service (IRAS), for deputation to Rail Vikas Nigam Limited (RVNL) as Joint General Manager (Finance) at Chandigarh. The deputation will be on usual terms for a period of five years or until further orders, whichever is earlier, subject to the Government’s approval for exemption from the rule of immediate absorption in RVNL.
Deputation Terms and Tenure
According to the official communication, Mr. Jai Bhagwan Singh’s central deputation will be counted with effect from September 19, 2025. His appointment is contingent upon approval from the competent authority regarding exemption from RVNL’s immediate absorption norms.
The officer will be relieved from his present assignment to take up the new role at RVNL upon completion of formalities.

Current Role and Experience
At present, Mr. Jai Bhagwan Singh is serving as Deputy FA&CAO (Pension) in Northern Railway. With his background in railway finance and accounts, he brings valuable experience in financial management, budgeting, and pension-related administration, which is expected to strengthen RVNL’s financial operations and oversight.
