REC Reviews ₹28,407-Crore RDSS Implementation and Solar Scheme in Rajasthan

Jaipur: The Chairman & Managing Director (CMD) of REC Limited conducted a comprehensive review meeting in Jaipur on 26 December 2025 to assess the progress of key central government power sector initiatives in Rajasthan, namely the Revamped Distribution Sector Scheme (RDSS) and Pradhan Mantri Surya Ghar: Muft Bijli Yojana (PMSG: MBY).

High-Level Participation from DISCOMs and Field Agencies

The review meeting was attended by the Chairman of Rajasthan DISCOMs, senior management officials, and concerned field-level officers of all DISCOMs, including implementing agencies engaged in smart metering works. The meeting focused on evaluating on-ground progress, identifying bottlenecks, and strengthening implementation mechanisms for both schemes.

RDSS: Focus on Financial Sustainability and Operational Efficiency

The Revamped Distribution Sector Scheme (RDSS) aims to enhance the financial sustainability and operational efficiency of power distribution companies (DISCOMs). Under the scheme, the Ministry of Power has sanctioned a project outlay of ₹28,407 crore for Rajasthan, with Gross Budgetary Support (GBS) of ₹12,673 crore.

The sanctioned projects are intended for:

  • Creation of infrastructure to reduce Aggregate Technical & Commercial (AT&C) losses
  • Installation of smart meters on consumers, distribution transformers (DTs), and feeders
  • Electrification of households

So far, the Ministry of Power has released ₹2,445 crore as GBS to the state.

Current Progress Under RDSS

During the review, it was observed that:

  • Rajasthan has achieved 13% progress in smart metering works
  • 15% progress has been made in loss reduction infrastructure works

Progress increases to 34% when recently awarded works are excluded from calculations

Key Issues and Implementation Challenges Discussed

The review covered a wide range of issues impacting project execution, including:

  • Factors hampering progress of works
  • Quality of materials and workmanship
  • Project management and contract execution challenges
  • Effectiveness of monitoring mechanisms by DISCOMs
  • Adherence to RDSS guidelines
  • Timely recovery of electricity dues from government departments
  • Timely receipt of subsidy dues from the State Government
  • Further releases of GBS under the scheme

CMD REC Stresses Timely Execution and Monitoring

Emphasizing the importance of timely completion, the CMD of REC advised field-level staff to adopt milestone-based monitoring to accelerate execution of ongoing projects. Special emphasis was placed on expediting the implementation of smart metering works, which is a critical component of RDSS.

AT&C Losses Show Significant Improvement

The CMD of REC appreciated the efforts of Rajasthan DISCOMs, noting a significant improvement in AT&C losses, which have declined to 14.26% in FY 2024-25 (provisional) from 17.49% in FY 2021-22, the period prior to the sanction of RDSS works. This improvement reflects the early positive impact of reform initiatives.

Progress Under Pradhan Mantri Surya Ghar Scheme

Under the Pradhan Mantri Surya Ghar: Muft Bijli Yojana, Rajasthan has witnessed strong consumer participation:

  • 2.36 lakh applications received from consumers
  • Solar modules installed for 1.15 lakh consumers
  • Government of India grant released for 1.04 lakh consumers
  • Need to Enhance Rural Awareness and Speed Up Installations

CMD REC urged DISCOM field officials to:

  • Create greater awareness of the scheme among rural consumers
  • Encourage eligible households to avail benefits under the scheme

The meeting also reviewed challenges related to:

  • Expediting consumer applications
  • Loan sanctions by banks
  • Solarization of government buildings on priority

DISCOMs were advised to coordinate closely with field staff and vendors to complete solar module installations for remaining approved applications.

REC Reaffirms Support to Rajasthan

The meeting concluded with a vote of thanks from the Chairman of DISCOMs and officials. REC Limited reiterated its commitment to providing continued support for the successful implementation of central government power sector schemes in Rajasthan, reinforcing cooperative efforts between REC, DISCOMs, and state authorities.
