REC Power Development and Consultancy Limited (RECPDCL), a wholly owned subsidiary of REC Limited, a Maharatna Central Public Sector Undertaking (CPSU) under the Ministry of Power, formally handed over the Special Purpose Vehicle (SPV) WRNES Talegaon Power Transmission Limited to Adani Energy Solutions Limited on 30th May 2025.
The SPV is part of an Inter-State Transmission System (ISTS) project developed under the Tariff-Based Competitive Bidding (TBCB) mechanism. The total estimated cost of the project is approximately ₹1,807.46 crore.
Adani Emerges as Transmission Service Provider via TBCB
Adani Energy Solutions Limited secured the project by emerging as the Transmission Service Provider (TSP) through the TBCB process conducted by RECPDCL, which acted as the Bid Process Coordinator. The project will be executed on a Build, Own, Operate & Transfer (BOOT) basis.
Formal Handover Ceremony
The formal handover of the SPV was carried out by Shri T.S.C. Bosh, CEO, RECPDCL, to Shri Sanjay Arvind Johri, Vice President (BD), Adani Energy Solutions Limited. The event was attended by senior officials from RECPDCL, Adani Energy Solutions Limited, and Central Transmission Utility of India Limited.
Project Scope and Timeline
The project, targeted for completion by 1st January 2028, includes the following major components:
Establishment of a 765/400 kV (2×1500 MVA) substation near South of Kalamb
Loop-In Loop-Out (LILO) of approximately 89.18 km of 765 kV Pune-III to Boisar-II transmission line. Other associated infrastructure works necessary for efficient transmission. This infrastructure is critical for strengthening the national transmission network and meeting the growing power demands of the region.

The involvement of major players like Adani Energy Solutions underlines the success of the competitive bidding process in driving efficiency and investment in the sector.
