RECPDCL Signs Key Agreements for Rollout of 33.26 Lakh Smart Prepaid Meters in Gujarat – Details Inside

RECPDCL, a wholly owned subsidiary of REC Limited, has signed critical agreements to implement 33.26 lakh Smart Prepaid Meters under Phase-II of the RDSS Scheme in Paschim Gujarat Vij Company Limited (PGVCL) jurisdiction. The agreements were formalised on July 10, 2025, in Rajkot, Gujarat, marking a major milestone in the modernisation of India’s power distribution sector.

Agreements Signed to Implement Smart Metering Project

The agreements include the signing of the Project Implementation Agency (PIA) Agreement and the Distribution Development Fund (DDF) Agreement, along with the AMI Service Provider (AMISP) Contract Agreement on a Design, Build, Finance, Own, Operate, and Transfer (DBFOOT) basis.

RECPDCL also signed the AMISP agreement with M/s Bharat Grid Private Limited, a joint venture between Actis and EDF India, for the execution of the Advanced Metering Infrastructure (AMI) Project.

The signing ceremony witnessed the presence of several key dignitaries and officials, including:

  • Mr. K.P. Joshi, IAS, Managing Director, PGVCL
  • Mr. T.S.C. Bosh, CEO, RECPDCL
  • Mr. Saurabh Rastogi, Executive Director, RECPDCL
  • Mr. R.J. Vala, Chief Engineer, PGVCL
  • Mr. Christophe Feuillard, CEO, Bharat Grid Private Limited
  • Senior representatives from PGVCL, RECPDCL, and M/s Bharat Grid

Project Benefits

The AMI initiative is expected to bring transformative benefits to the power distribution landscape, including:

  • Reduction in power losses
  • Minimised downtime and improved fault detection
  • Enhanced consumer engagement through real-time monitoring and transparency
  • Boosted efficiency and reliability across the distribution network

Commitment to Power Sector Reform

This strategic project under the Revamped Distribution Sector Scheme (RDSS) aligns with the Government of India’s larger goal to strengthen power infrastructure, promote digitalisation, and reduce aggregate technical and commercial losses.

The implementation of smart prepaid meters will also empower consumers with better control over their electricity usage and billing, fostering a shift towards efficient energy consumption and robust grid management.
