New Delhi: Rail Vikas Nigam Limited (RVNL), the construction arm of the Ministry of Railways, is reportedly on the verge of ending its partnership with Turkish engineering company Tumas, just a year after the two entities entered into an agreement for collaboration on key infrastructure projects.
Signed in April 2024, the agreement aimed to jointly execute major public transportation initiatives, including metro rail systems, conventional railways, and related infrastructure developments. However, according to multiple sources familiar with the matter, the partnership has yielded little to no progress over the past year, prompting RVNL to reconsider its continuation.

“The lack of tangible movement or project execution under the agreement has raised concerns. The partnership failed to meet the expected milestones, and RVNL is now evaluating whether it is prudent to continue,” a source said on condition of anonymity.
Implications for Bilateral Ties
While discussions are still ongoing internally within RVNL, any formal termination of the partnership could have diplomatic and strategic implications for India-Turkey relations, particularly in the infrastructure and transportation sectors. The two countries have sought to expand their economic engagement in recent years, and a collaborative setback like this may temporarily hinder progress on future bilateral initiatives.

Neither RVNL nor Tumas has officially commented on the status of the partnership. A spokesperson for RVNL stated that the agreement is “under evaluation,” but declined to confirm whether a termination decision has been finalized.
The collaboration was initially seen as a move to pool international expertise for fast-tracking India’s expanding urban and intercity transit networks. With India ramping up investments in public transport infrastructure, the failure to operationalize the partnership raises questions about project execution and alignment of priorities between international collaborators.
