Sambhal: In a significant move toward digital governance, the Sambhal district administration has introduced a mobile app to digitally monitor the attendance and on-ground activities of Panchayat secretaries. All secretaries are mandated to log in daily through the app with geo-tagging enabled, allowing district officials to verify their presence and ensure active participation in their designated villages. This innovative step is aimed at improving transparency, accountability, and the timely execution of government schemes.
Training Program Conducted Under District Magistrate’s Leadership
To ensure the effective implementation of this initiative, a one-day intensive training session was organized at the Collectorate auditorium. The program was led by District Magistrate Dr. Rajendra Pansiya and attended by village secretaries, Assistant Development Officers (Panchayat), and block motivators. The training focused on the practical usage of the app, highlighting its key features and benefits for monitoring and governance.
Citizen Empowerment Through Enhanced Digital Services
The newly introduced app is also designed to enhance citizen engagement by allowing residents to register complaints regarding corruption and book appointments for public grievance redressal online. This feature is expected to strengthen the transparency and responsiveness of local administration.
Strict Residency and Attendance Protocols for Panchayat Officials
District Magistrate Dr. Pansiya issued clear directives mandating that Panchayat secretaries and accountants must reside within their assigned Gram Panchayats and are prohibited from leaving their posts without explicit permission from the Block Development Officer. This measure ensures that officials remain accessible to the local community and maintain regular work attendance.
Focus on Key Government Registrations and Accountability
The administration has instructed officials to prioritize daily registration of Family IDs and Farmer Registries across all 670 Gram Panchayats in the district. Progress in these tasks will be closely monitored, and officials failing to meet targets may be called to the district headquarters for review and counseling. Additionally, disciplinary actions such as salary deductions under the “No Work, No Pay” policy may be imposed in cases of negligence.
Mobile-First Governance: App Features and Accessibility
Explaining the technical aspects, District Information Science Officer Prabhat Mishra described the app as a pioneering tool in mobile-first digital governance. It provides residents with instant access to information about government schemes, public services, officials’ directories, helpline numbers, and geo-locations of administrative offices directly on their smartphones. This integration is expected to streamline communication between citizens and government bodies.
