New Delhi: Grid Controller of India Limited (GRID-INDIA), formerly known as POSOCO, today welcomed Mr Samir Chandra Saxena as its new Chairman and Managing Director (CMD). Mr Saxena assumed charge with effect from May 1, 2025, succeeding his previous role as Director (Market Operation) within the same organization.
This appointment, officially announced by the company through a post on X (formerly Twitter), marks a significant milestone for GRID-INDIA as it continues to support India’s rapidly evolving energy landscape and grid operations.
Mr Saxena’s elevation follows a selection meeting held by the Public Enterprises Selection Board (PESB) on January 30, 2025, where he was chosen among three shortlisted candidates. Known for his extensive leadership in power system operations and reforms, Saxena brings a wealth of experience spanning more than 30 years.

A Career Shaped by Vision and Innovation
Mr Saxena is a Fellow of the Institution of Engineers (India), a Senior Member of IEEE, and a Distinguished Member of CIGRE. He holds a Bachelor’s degree in Electrical Engineering from Aligarh Muslim University, an MBA from IIT Delhi, and has completed a Certificate Course in Power Sector Regulation from the Florence School of Regulation, Italy.
During his tenure as Director (Market Operation), Saxena played a pivotal role in reshaping India’s electricity markets and integrating advanced system operations. His accomplishments include:
- Leading the implementation of the Real Time Market (RTM) and Integrated Day Ahead Market (including Green DAM)
- Spearheading Security Constrained Economic Dispatch (SCED) at the inter-state level and piloting intra-state SCED across multiple states
- Driving the Market-Based Ancillary Services (MBAS) and Fast Response Ancillary Services (FRAS)
- Overseeing the successful launch of the National Open Access Registry (NOAR), a unified portal for the short-term electricity market
- Guiding the adoption of the new IEGC 2023 framework
- Advancing the System Operator Certification Programs and broader capacity building for grid operators

Leading GRID-INDIA into the Future
GRID-INDIA plays a vital role in ensuring the secure, reliable, and integrated operation of the National Power System. As CMD, Saxena will be responsible for guiding the organization’s strategic direction, operational excellence, and contributions to India’s clean energy transition.
The company highlighted his appointment as a continuation of its commitment to innovation, reliability, and sustainability. “As CMD, he will lead the corporation in achieving its strategic objectives, ensuring efficient, secure, and reliable operation of the National Power System, and furthering India’s energy transition goals,” GRID-INDIA said in its official statement.
With his deep expertise and a proven track record in power market reform and operational innovation, Samir Chandra Saxena’s leadership is expected to further solidify GRID-INDIA’s position as a key enabler of India’s power sector modernization.
