Sampurnata Abhiyan: Madhya Pradesh Leads NITI Aayog Campaign; Collectors from 8 Districts Win Gold

Bhopal, Madhya Pradesh: In recognition of exemplary performance during NITI Aayog’s Sampurnata Abhiyan – a national-level development campaign conducted from July 1 to September 30, 2024 – Madhya Pradesh Chief Minister Dr. Mohan Yadav honored top-performing district collectors with gold medals at a state-level felicitation ceremony held in Bhopal.

The campaign targeted 100% saturation in six crucial development indicators, spanning health, education, agriculture, and social services across 112 Aspirational Districts and 500 Aspirational Blocks in India.

District Collectors Felicitated with Gold Medals

The CM awarded gold medals to district collectors and their predecessors who played a pivotal role in achieving or exceeding development benchmarks. Among those honored were:

  • Vidisha Collector Roshan Kumar Singh (then) and Anshul Gupta
  • Tikamgarh Collector Vivek Shrotriya and former Collector Avadhesh Sharma
  • Niwari Collector Lokesh Jangid and former Collector Arun Vishwakarma
  • Barwani Collector Guncha Sanober and former Collector Dr. Rahul Haridas Fating
  • Damoh Collector Sudhir Kochar
  • Dhar Collector Priyank Mishra
  • Khandwa Collector Rishabh Gupta and former Collector Anoop Kumar Singh

CM Yadav acknowledged their commitment to governance and service delivery, saying, “The government stands with those who perform well. If there are shortcomings, we are watching that too.”

Six Indicators That Defined Success

The Sampurnata Abhiyan evaluated districts and blocks on the basis of six performance indicators:

  • Registration of pregnant women for prenatal care.
  • Full immunization of children aged 9–11 months.
  • Supplementary nutrition for pregnant women under ICDS.
  • Distribution of Soil Health Cards.
  • Electricity connections in secondary schools.
  • Textbook availability within one month of the academic session.

Districts like Barwani, Damoh, Khandwa, Dhar, Tikamgarh, Niwari, and Vidisha achieved high or full saturation in all parameters, earning their collectors top honors.

Chief Secretary Emphasizes Data Integrity

Chief Secretary Anurag Jain, a 1989-batch IAS officer, cautioned against manipulation of data for the sake of rankings. He urged officers to promote an authentic work culture, stating, “If grassroots-level data is incorrect, we will make policy decisions on flawed assumptions. This could cost us in the long run.”

Special Postings for New IAS Officers

Jain also revealed a new initiative by the government: all newly posted IAS officers will be assigned to tribal blocks. The move is aimed at giving fresh officers field-level experience to better inform future policy-making.

Performance Overview: Blocks That Excelled

The campaign highlighted high-achieving blocks across districts

  • Pati block (Barwani): Achieved all 6 parameters
  • Tendukheda block (Damoh)
  • Tirla block (Dhar)
  • Chhaigaon block (Khandwa)
  • Prithvipur block (Niwari)
  • Baldevgarh block (Tikamgarh)
  • Basoda block (Vidisha) – achieved 5 parameters

Recognition for Bronze and Silver Medalists

Apart from gold medals, several districts and blocks were awarded silver and bronze medals for achieving at least 3–5 indicators-

Silver Medals:

  • Thandla block (Jhabua)
  • Bajna block (Ratlam)
  • Pali block (Shahdol)
  • Basoda block (Vidisha)

Bronze Medals:

  • Blocks from Alirajpur, Anuppur, Chhatarpur, Dindori, Khargone, Rajgarh, Satna, Sheopur, among others.

Collectors and former collectors from these districts were also invited and felicitated during the ceremony.

About Sampurnata Abhiyan

Initiated by NITI Aayog, the Sampurnata Abhiyan was a focused, three-month campaign aimed at achieving full saturation in basic development indicators across India’s most backward regions. By aligning existing schemes and enhancing monitoring, the Abhiyan helped bridge critical service delivery gaps.

Focus Areas Included

  • Health & Nutrition: Prenatal care, immunization, supplementary nutrition
  • Education: Electrification and timely textbook delivery in schools
  • Agriculture: Soil Health Cards
  • Social Development: Diabetes/Hypertension screening, SHG empowerment

Needing Further Attention

The campaign not only identified excellence but also exposed areas needing further attention. CM Dr. Mohan Yadav reiterated his government’s intent to continue partnering with NITI Aayog in improving governance at the grassroots level.
