In a landmark decision aimed at improving governance and operational efficiency in a key public sector enterprise, the Appointments Committee of the Cabinet (ACC) has appointed Ms. Shilpa Sachin Shinde, a 2006-batch IAS officer from the AGMUT cadre, as the new Chairperson and Managing Director (CMD) of WAPCOS Limited for a tenure of five years.
This historic appointment is the first time a WAPCOS CMD has been selected directly by the ACC, bypassing the usual route via the Public Enterprises Selection Board (PESB). The move underscores the government’s commitment to fast-track leadership appointments in critical sectors.
First-Ever Direct CMD Appointment by ACC
The Ministry of Jal Shakti, which oversees WAPCOS, reportedly proposed this direct appointment to the ACC—a shift from the traditional process that required PESB recommendation. This procedural change reflects a strong push for accountability, governance reform, and the quick installation of competent leadership in vital public enterprises.
The appointment of Ms. Shinde comes shortly after Mr. Rajni Kant Agrawal was removed from the post on September 3, 2025, by Union Jal Shakti Minister Mr. C. R. Patil using his special administrative powers.
WAPCOS at a Critical Juncture: Need for Reform and Oversight
WAPCOS Limited, a central public sector undertaking under the Ministry of Jal Shakti, has been facing allegations of administrative irregularities under the previous leadership. Complaints included non-payment of employee benefits, delays in executing infrastructure projects, irregular vendor payments, and GST compliance issues.
Mr. Pankaj Kapoor, Director (Finance), was temporarily given the additional charge of CMD following Mr. Agrawal’s exit. Mr. Kapoor is expected to retire on September 28, 2025.

Ms. Shilpa Shinde’s appointment is expected to bring a fresh wave of leadership to WAPCOS at a time when the organization plays a critical role in delivering consultancy and infrastructure solutions for water resource management, power projects, and allied sectors.
