Vijayawada: The Andhra Pradesh government has appointed retired IAS officer Sonti Venkata Ratna Srinivas as the Managing Director (MD) of the Amaravati Growth and Infrastructure Corporation Limited (AGICL), a Special Purpose Vehicle (SPV) formed to implement high-impact development projects in the Amaravati capital region.
The appointment was formalized through G.O. Rt. No. 1478, issued on December 16, 2025, by S. Suresh Kumar, Principal Secretary, Municipal Administration and Urban Development (MA&UD), along with the delegation of powers to enable operational autonomy for AGICL.
AGICL: A New Agency for Amaravati Development
The AGICL is the third agency created by the Andhra Pradesh government to accelerate Amaravati’s development, complementing the AP Capital Region Development Authority (APCRDA), which serves as the local planning and regulatory body, and the Amaravati Development Corporation (ADC), responsible for general infrastructure development.
AGICL has been incorporated under the Companies Act, 2013, with a board consisting of the Principal Secretary of MA&UD as Non-Executive Chairman and five Directors. The first board meeting, held on December 2, 2025, recommended appointing a full-time Managing Director to oversee planning, execution, and management of special projects.
Responsibilities of the Managing Director
Under the government order, the MD of AGICL has been vested with wide-ranging responsibilities, including:
- Preparing Detailed Development Plans (DDPs) for special projects based on the approved master plan.
- Designing, implementing, and maintaining city-level services, subject to APCRDA approval.
- Selecting developers, contractors, and operators, and overseeing public-private partnerships.
- Collecting development charges, lease rentals, and user charges, and mobilising financial resources from both market and government funding.
- Developing trunk infrastructure and providing essential services such as transport, power, water supply, solid waste management, and ICT services.
- Facilitating social infrastructure projects including healthcare, education, sports, and entertainment facilities.
- Engaging professional expertise from the market to build AGICL as a world-class public agency for special projects in Amaravati.
Srinivas Assumes Office
Mr. Srinivas formally assumed charge on Wednesday, December 17, 2025, at his office in the APCRDA building, Vijayawada. The formation of AGICL aims to expedite large-scale and high-impact development projects in Amaravati, ensuring planned urban growth while maintaining the city’s vision as a modern, smart capital.
