Indian Masterminds Stories

CHENNAI: The Government of Tamil Nadu on Saturday ordered a significant reshuffle of Indian Police Service (IPS) officers, announcing transfers and fresh appointments across key positions in the state police hierarchy.

The administrative changes, which come ahead of the upcoming State Assembly elections, were ordered with immediate effect by Additional Chief Secretary (Home – SC) Dheeraj Kumar.

Davidson Devasirvatham Appointed DVAC Director

Director General of Police (DGP) S Davidson Devasirvatham has been appointed as Director General of Police/Director, Vigilance and Anti-Corruption (DVAC), Chennai. He will, however, continue to hold full additional charge as Director General of Police, Armed Police, Chennai.

His appointment to the sensitive DVAC post comes days after the Madras High Court directed the state DVAC to register a case in connection with an alleged multi-crore scam in the Municipal Administration Department. The direction was based on information shared by the Enforcement Directorate.

The Municipal Administration Department is currently headed by Minister KN Nehru.

The DVAC chief’s post had been lying vacant following the retirement of Abhay Kumar Singh on January 31 this year.

H M Jayaram Posted After Suspension Revocation

IPS officer H M Jayaram was appointed as Additional Director General of Police/Director of Civil Defence and Additional Commandant General, Home Guards, Chennai.

Jayaram had earlier been placed under suspension in connection with a kidnapping case. After the state government revoked his suspension last month, he had been on compulsory wait at the DGP’s office. His new posting marks his return to an active leadership role within the department.

Key IGP and DIG-Level Appointments

Several other senior-level transfers were also announced:

  • K Bhavaneeswari, Inspector General of Police, has been posted as IGP (Headquarters) at the DGP’s office in Chennai.
  • A G Babu has been appointed as IGP (Modernisation).
  • R Jayanthi, Deputy Inspector General, has been posted as Joint Commissioner of Police (Law and Order), Tambaram Commissionerate.

These postings are seen as crucial in strengthening administrative oversight and operational efficiency across key urban and regional units.

Commissioner and Range-Level Transfers

The reshuffle also included changes at the Commissioner and Range DIG levels:

  • N Manivannan, currently serving as Commissioner of Tirunelveli City, has been posted as DIG, Ramanathapuram Range.
  • Deshmukh Shekhar Sanjay, who was serving as DIG, Ramanathapuram Range, will take over as the new Commissioner of Tirunelveli City.
  • In another key transfer:
  • V Sasi Mohan, serving as DIG, Coimbatore Range, has been posted as DIG, Dindigul Range.
  • Dr P Saminathan will replace him as DIG, Coimbatore Range.

SP-Level Transfers Across Districts

At the Superintendent of Police (SP) level, multiple changes were announced:

  • P Rajan has been posted as SP (Railways), Chennai.
  • Ayman Jamal has been appointed SP of Chengalpattu district, replacing P Sibin, who has been posted as SP, Ranipet.
  • Adarsh Pachera, who was serving in the Cyber Crimes division, has been transferred as SP, Railways, Trichy, replacing P Rajan.

Administrative Reorganisation Ahead of Polls

The reshuffle of IPS officers comes at a politically significant time, ahead of the State Assembly elections. Such large-scale administrative reassignments are often aimed at ensuring effective law enforcement management, operational preparedness, and institutional neutrality during the election period.

With immediate effect, the transfers signal a strategic restructuring within the Tamil Nadu police establishment, particularly at senior levels overseeing vigilance, law and order, modernisation, and district policing.
