New Delhi: The Ministry of Finance has announced that Ms. T.C.A. Kalyani, a 1991-batch officer of the Indian Civil Accounts Service (ICAS), has officially assumed charge as the 29th Controller General of Accounts (CGA) under the Department of Expenditure.
An accomplished civil servant with over three decades of distinguished service, Ms. Kalyani is widely recognized for her contributions to public financial management, digital governance, and technology-driven transparency across various ministries and departments of the Government of India.
Educational Excellence & Early Career
A Gold Medalist in Political Science from Lady Shri Ram College, University of Delhi, Ms. Kalyani also holds–
- M.A. in International Politics
- M.Phil. in West European Studies, both from Jawaharlal Nehru University (JNU).
Her academic excellence laid the foundation for a career marked by policy leadership, strategic reforms, and administrative innovation.

Over her 34-year career, Ms. Kalyani has served in critical roles across multiple ministries, including–

- Ministry of Home Affairs
As Principal Chief Controller of Accounts (Pr. CCA) in the Ministry of Home Affairs, she managed the complex budgeting and accounting operations of one of the largest ministries in the central government.
Trailblazer in Technology-Driven Governance
Ms. Kalyani is especially celebrated for her pioneering role in the implementation of the Direct Benefit Transfer (DBT) scheme for fertilizer subsidies to farmers – a transformative initiative that streamlined subsidies and enhanced financial inclusion.
During her stint at Mahanagar Telephone Nigam Limited (MTNL), she championed digital transformation, introducing online billing systems and payment kiosks, significantly improving customer service and efficiency.
She was also instrumental in reviving the Fertilizer Corporation of India Ltd, showcasing her ability to lead turnaround strategies for public sector enterprises.

Ms. Kalyani’s appointment as CGA comes at a pivotal time when the government is focused on–

About the Controller General of Accounts (CGA)
The CGA is the principal advisor on accounting matters to the Government of India and is responsible for–
- Preparing consolidated accounts of the Union Government
- Overseeing the payment and accounting systems
- Developing accounting policies and reforms
- Ensuring fiscal discipline and financial reporting
