With Telangana‘s first woman Chief Secretary, Ms. A Santhi Kumari (1989-batch IAS officer of Telangana cadre), set to retire at the end of this month, speculation is mounting in bureaucratic circles over who will succeed her in the state’s top administrative post. The prospect of an extension for Ms. Santhi Kumari seems bleak following the State government’s recent decision to terminate the services of all officers serving on post-retirement extension.

As her tenure draws to a close, three senior IAS officers have emerged as frontrunners for the Chief Secretary position—Mr. K Ramakrishna Rao (1991-batch IAS officer), Mr. Jayesh Ranjan (1992-batch IAS officer), and Mr. Vikas Raj (1992-batch IAS officer), all from the Telangana cadre.
Mr. K Ramakrishna Rao, the current Special Chief Secretary of Finance and Planning, is considered the top contender due to his well-regarded fiscal expertise and deep understanding of the state’s financial administration. However, a significant hurdle stands in his way: his impending retirement in August 2025, which would afford him only a few months in the role. There is growing speculation that instead of being appointed Chief Secretary, the government may retain his services post-retirement as Advisor (Finance), leveraging his technical know-how without making him the administrative head.
Next in line is Mr. Jayesh Ranjan, Special Chief Secretary for Information Technology, Electronics & Communications and Industries & Commerce. Though senior and experienced, his chances may be hampered by political considerations. Mr. Ranjan’s Bihar-origin is reportedly a point of contention, particularly for Chief Minister Mr. A Revanth Reddy, who has previously voiced strong opposition to the appointment of non-Telugu officers in top positions. During his tenure as the state Congress President, Mr. Reddy had criticised the former BRS government for favouring what he termed the “Bihari batch”, referencing the appointments of former Chief Secretary Mr. Somesh Kumar, former DGP Mr. Anjani Kumar, and Special Chief Secretary Mr. Arvind Kumar.
In light of this sentiment, Mr. Vikas Raj, Special Chief Secretary of Roads and Buildings, emerges as a viable alternative. With his tenure extending until 2028, he presents a stable option with ample time to shape long-term administrative reforms. Known for his strong administrative skills and clean reputation, Mr. Vikas Raj is gaining traction as a politically acceptable and professionally competent choice for the top job.
With just days remaining before Ms. Santhi Kumari demits office, all eyes are now on the Revanth Reddy-led government’s decision, which could set the tone for the next phase of bureaucratic leadership in Telangana.
