Lucknow: In a major bureaucratic reshuffle at the top of Uttar Pradesh’s administrative structure, senior IAS officer Shashi Prakash Goyal (commonly known as S.P. Goyal) has been appointed as the new Chief Secretary of the state.
He takes over, replacing Manoj Kumar Singh (IAS: 1988: UP). Reportedly, the Uttar Pradesh government, led by Yogi Adityanath, had sought a one-year extension for Mr Singh, but the Centre did not approve the request.
A 1989-batch IAS officer of the Uttar Pradesh cadre, S.P. Goyal has been one of the most trusted aides of Chief Minister Yogi Adityanath. Until now, he was serving as the Additional Chief Secretary to the CM, a position he held for the past eight years. His elevation to the top bureaucratic role reflects the Chief Minister’s confidence in his administrative skills, political acumen, and ability to steer complex projects.

Strategic Timing Amid State’s Growth Push
The appointment comes at a critical juncture for Uttar Pradesh, as the state government ramps up preparations for major infrastructure, industrial, and digital development initiatives. With projects like the Jewar International Airport, Ganga Expressway, and logistics and data centers gaining momentum, IAS Goyal’s task will be to ensure seamless execution and interdepartmental coordination.
Known for his low-profile, high-impact style of functioning, S.P. Goyal has been instrumental in policy execution and governance reforms under the current BJP-led administration. He was also previously empanelled as Secretary to the Government of India, a testament to his capabilities and national-level recognition.
Who is IAS Goyal?
Mr Goyal is currently serving as the Chief Secretary to the Chief Minister of Uttar Pradesh. Known as one of Chief Minister Yogi Adityanath’s most trusted officers, Goyal has previously held senior positions in both the President’s Secretariat and the Prime Minister’s Office. His extensive administrative experience, sharp decision-making abilities, and significant role in the Chief Minister’s Office have all contributed to his appointment to this key position.
Manoj Singh Retires Amid Bureaucratic Reordering
The administrative shake-up also saw IAS Manoj Singh, a senior officer considered close to the CM, retiring after being denied service extension from the Centre. His departure clears the way for a more streamlined administrative chain, further consolidating the Chief Minister’s control over governance machinery through trusted officers like Goyal and Sanjay Prasad.
Continuity with Change
While earlier chief secretary Durga Shankar Mishra and Manoj Kumar Singh brought in urban development expertise during his tenure, S.P. Goyal’s appointment is seen as a move to bring in greater executional focus and internal coherence to the government’s ambitious plans.
