Lucknow: The Uttar Pradesh government, under Chief Minister Yogi Adityanath, unveiled its 2026-27 budget on February 11, 2026, signaling a strategic shift toward building a digital economy. The budget prioritizes large-scale investments in data centres, artificial intelligence (AI), robotics, and youth skill development, aiming to create infrastructure, generate employment, and strengthen governance while establishing the state as a technology powerhouse.
Building the Foundations of a Data-Driven State
Central to this transformation is the expansion of data centre infrastructure. The state plans eight dedicated data centre parks with a combined capacity of 900 MW, backed by investments of ₹30,000 crore. Letters of Comfort have already been issued for eight projects, securing ₹21,342 crore in investment and 644 MW capacity.
Additionally, ₹100 crore has been allocated to develop four to five advanced data centre clusters with a combined capacity of 5 GW, integrating digital townships, innovation ecosystems, and technology-driven business environments. These centres aim to go beyond storage, acting as catalysts for economic activity, innovation, and employment generation.
Uttar Pradesh’s long-term roadmap envisions achieving 40 GW of data centre capacity by 2030, positioning the state ahead of India’s current 16 GW capacity and establishing it as a global digital infrastructure leader.
Artificial Intelligence Mission and Youth Empowerment
The budget also earmarks ₹225 crore for the Uttar Pradesh Artificial Intelligence Mission, alongside ₹32.82 crore for AI Centres of Excellence and data laboratories. These facilities, to be established in 49 Industrial Training Institutes under the India AI Mission, will provide state-wide access to AI education.
Further, the Tech Yuva Samarth Yuva initiative has been allocated ₹100 crore to train 25 lakh youth in advanced technologies such as AI, augmented reality (AR), virtual reality (VR), and extended reality (XR). This initiative builds on the success of the AI Pragya program, which has already trained over 10 lakh individuals.
By integrating skill development with infrastructure creation, the state is ensuring that trained youth can access employment opportunities within data centres, AI laboratories, startups, and technology firms.
Driving Economic Growth Through Digital Infrastructure
The expansion of digital infrastructure is expected to generate employment during construction and operational phases while attracting companies in cloud computing, software services, fintech, and digital platforms. Investments in AI and emerging technologies enhance Uttar Pradesh’s competitiveness in global markets, making it a preferred destination for technology investment.
This transformation aligns with the state’s broader economic goals, including enhancing digital governance, innovation ecosystems, and inclusive economic participation.
Governance, Policy Stability, and Investor Confidence
Uttar Pradesh has focused on transparent governance and policy clarity to attract investments. Implementation of the Vishwas Siddhant across 53 departments has simplified procedures and reduced regulatory barriers. Digitisation of licensing and approvals, coupled with enhanced cybersecurity, ensures efficient and secure data management, strengthening trust among businesses, investors, and citizens.

The 2026-27 budget represents more than financial allocations—it marks a structural shift in development priorities. With integrated investments in data infrastructure, AI, robotics, and startup ecosystems, Uttar Pradesh is paving the way for sustained technological leadership.
