Lucknow: Uttar Pradesh Chief Minister Yogi Adityanath praised the state’s law-and-order framework as a model of governance, emphasizing that security and strict rule of law have transformed the state into a preferred destination for investors. The Chief Minister delivered these remarks at the closing ceremony of Police Manthan–2025, held at the Police Headquarters in Lucknow.
Rule of Law as the State’s Strength
CM Yogi described the rule of law as Uttar Pradesh’s greatest strength, eliminating the sense of insecurity among citizens and fostering trust in the system. He stated, “Security and a strict rule of law have transformed the state into a dream destination for investors. The rule of law builds confidence and strengthens democracy.”
Commending the police force, the Chief Minister said the “UP model” is now being discussed nationally, reflecting the state’s progress in policing, governance, and public safety.

Police Manthan-2025: Innovation and Recognition
The Chief Minister congratulated the Director General of Police and his team for organizing Police Manthan-2025, calling it an innovative initiative to engage with officers and formulate policies. During the event, police officers and personnel were honored during a medal presentation ceremony. CM Yogi also reviewed all 11 key sessions of the conference, covering topics ranging from public engagement to modern policing techniques.
Emphasis on Human Intelligence and Public Engagement
Highlighting human intelligence as the most powerful policing resource, CM Yogi said it must be used effectively. He urged officers at all levels—from station house officers to range-level officials—to maintain regular dialogue with public representatives, religious leaders, entrepreneurs, traders, and other social groups.
He stressed that policing cannot be done from headquarters alone, and direct public interaction helps officers understand ground realities. While peace committees are often active during festivals, CM Yogi encouraged ongoing engagement throughout the year.
Coordination and Accountability in Policing
CM Yogi emphasized strengthening coordination among the police station, circle, and police line levels, stating that better coordination will reinforce the security system. He highlighted that stability in postings, allowing officers to serve at least two years in a district or range, has improved efficiency and accountability compared to frequent transfers in the past.
The Chief Minister also noted that empathy and courteous conduct by police officers resolve public grievances and enhance the perception of the police among citizens.
Smart Policing Vision
Referring to the PM-endorsed framework of Smart Policing, CM Yogi elaborated its guiding principles –

- Modern and Mobile
- Alert and Accountable
- Reliable and Responsive
- Tech-savvy and Trained
This framework, he said, equips the police to address future law-and-order challenges effectively. Officers were urged to internalize these principles in their professional lives.
Infrastructure and Modernization of Police Force
CM Yogi highlighted improvements in police infrastructure, noting the construction of modern high-rise buildings, completion of long-pending police lines, and reorganization of PAC companies. He praised initiatives such as women battalions, Mission Shakti, cyber headquarters, model police stations, and modern equipment, which have strengthened the police force.
The share of women in the police force has risen from 13% to over 36%, demonstrating significant empowerment and inclusivity in law enforcement.

Legal Reforms and Justice-Centric Policing
The Chief Minister emphasized awareness and implementation of newly enacted legal frameworks, including:
- Bharatiya Nyaya Sanhita
- Bharatiya Nagarik Suraksha Sanhita
- Bharatiya Sakshya Adhiniyam
He stressed that every officer must understand these laws thoroughly and ensure public awareness across all sections of society.
UP’s Development Linked to Security
CM Yogi linked law and order to the state’s development trajectory, highlighting infrastructure achievements over the past nine years –
- 55% of India’s expressways built in the state
- Largest air connectivity network in the country, with a major airport set to inaugurate next month
- 16,000-km rail network and highest number of operational metro cities
- India’s first rapid rail and inland waterway projects
He stated, “Security is the foundation for development,” noting that a stable law-and-order environment has enabled rapid economic and infrastructural growth.
Future Challenges and Policy Implementation
CM Yogi emphasized that future policing challenges would extend beyond law and order to national security, cybercrime, and social stability. He stressed the importance of time, technology, and strategy in meeting these challenges.
The conference generated a comprehensive roadmap through 55 speakers across 11 sessions, which will serve as a reference for future action plans. CM Yogi urged follow-up on every suggestion and the institutionalization of Police Manthan as an annual policy-making forum.
Mission Shakti and Women Safety
The Chief Minister highlighted the ongoing success of Mission Shakti, launched in 2020, particularly in its fifth phase. He underscored women and child safety, addressing issues related to human trafficking. Women beat officers involved in the program are to be provided scooters to enhance mobility and operational efficiency.
