On the fourth and final day of the monsoon session of the Uttar Pradesh Legislative Assembly, Chief Minister Mr. Yogi Adityanath presented the comprehensive “UP Vision Document 2047.” The document outlines a three-tier roadmap with short-term (2029-30), medium-term (2035-36), and long-term (2046-47) goals aimed at making Uttar Pradesh a global leader in economic, social, and cultural spheres.
Short-Term Goals: Strengthening Agriculture and MSMEs
By 2029-30, special attention will be given to boosting agricultural productivity, crop diversification, and exports. Storage facilities will be strengthened to increase farmers’ incomes, and Uttar Pradesh is planned to become a strong MSME hub. The state aims to quadruple exports in the next five years, reflecting a strong focus on industrial and rural economic development.
Technological Advancements and Satellite Initiative
In collaboration with ISRO, Uttar Pradesh will launch its own satellite to provide real-time disaster management and weather information. The state also aims to become a global leader in emerging technologies such as Artificial Intelligence, Blockchain, and Quantum Computing. Development of IT parks and converting IT opportunities into employment are key priorities.
Ambitious Economic Targets
The Vision Document proposes making Uttar Pradesh a 1 trillion dollar economy by 2030, with a growth rate increase from 14-15 percent to 20 percent in the next five years. By 2047, the state aims to contribute six trillion dollars to the national economy, increasing its GDP share from 9.3 percent to at least 16 percent, in alignment with the Prime Minister’s goal of a 30 trillion dollar India. Per capita income targets have also been set to reach Rs. 26 lakh annually by 2047.
Education and Infrastructure Reforms
Addressing opposition claims, Mr. Adityanath clarified that no schools are being closed; rather, small schools are being integrated into larger campuses, providing modern facilities from nursery to 12th standard. The student-teacher ratio will be maintained at 22:1, ensuring improved quality of education. New solar parks in Bundelkhand and Purvanchal, solar cities across major urban areas, and enhanced forest coverage of 13-14 percent are also planned.
Public Participation and Feedback
The Chief Minister emphasized that the UP Vision Document 2047 is currently a proposal and will be finalized with inputs from experts, NITI Aayog, and the public. Citizens are encouraged to provide suggestions via QR codes and an online portal, ensuring that the roadmap reflects the aspirations of Uttar Pradesh’s 25 crore residents.
Assembly Session Highlights
The historic discussion on Vision 2047 lasted over 24 hours, with active participation from both ruling and opposition MLAs. Mr. Adityanath expressed gratitude to all members for their contributions, emphasizing the collective effort needed to make Uttar Pradesh a global leader.
