Lucknow: The Yogi Cabinet has approved several significant policy changes on Tuesday, including the long-awaited transfer policy for state government employees, a new initiative for the development of private bus stands, multi-level parking structures in cities, and a substantial power plant project by Adani Power. These initiatives are expected to streamline governance and improve infrastructure in the state.
State Employee Transfers to be Completed by June 15
In a move aimed at boosting efficiency and addressing administrative needs, the Yogi Cabinet has confirmed that employee transfers in the state will take place between May 15 and June 15, 2025. With over 8 lakh state government employees, the transfer process will impact a significant portion of the workforce.
The transfer policy remains largely unchanged from last year, with key provisions maintaining continuity:
- Employees who have completed 3 years in the district or 7 years in the division will be included in the transfer category.
- A total of 20% of Group A and B officers may be transferred, while the department head will be responsible for transferring 10% of Group C and D employees.
- Transfers beyond these limits will require ministerial approval.
Notably, the “pick and choose” system, which allowed employees to request transfers to specific locations, has been ended. Instead, the focus will be on transferring employees who have been posted in the same location for a prolonged period, ensuring fairness and operational efficiency.
Private Bus Stands to be Built Under PPP Mode
The state government has also approved the construction of private bus stands in various districts under a Public-Private Partnership (PPP) model. This initiative aims to address transportation infrastructure needs, especially in growing urban areas.
- A minimum of 2 acres of land will be required for each bus stand.
- The land must be located within 5 km of the city center.
- A 9-member committee, headed by the District Magistrate (DM), will oversee the construction and implementation of these bus stands.
This move is expected to enhance the efficiency of public transportation and alleviate congestion in urban areas.
Adani Power Wins Tender for New Power Plant
In another significant development, Adani Power has secured the tender for the construction of a new power plant in the state. The project will be carried out under the DBFOO (Design, Build, Finance, Own, and Operate) model, which will ensure that the power plant is constructed, funded, and operated by Adani Power. This power plant is expected to play a crucial role in meeting the state’s growing energy demands and boosting industrial development.
Parking Infrastructure to be Developed in Cities
In response to the growing problem of parking in urban centers, the government has also approved the construction of multi-level parking structures on a PPP basis. These smart parking systems will be equipped with advanced technology and will include facilities for electric vehicle (EV) charging, addressing the rising need for sustainable transport solutions.
- 17 municipal corporation areas will be the first to benefit from these modern parking solutions.
- A Parking Management Committee will be established to oversee the development and operational aspects of these parking facilities.
- Land for parking will be provided by the respective municipal corporations, though private individuals will also be allowed to lease or rent their land for parking purposes.
State Tax Department Rebranded as Service Tax Department
As part of the ongoing administrative reforms, the State Tax Department has been officially rebranded as the Service Tax Department. This change is part of the government’s broader efforts to modernize and streamline the state’s tax administration system.
