Mussoorie, Uttarakhand: In a moment of great pride for Uttar Pradesh and the civil services fraternity, 2016 batch IAS officer of UP cadre, Ms Saumya Pandey has been conferred with the Best Officer Award in the 22nd Mid-Career Training Program at the prestigious Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie. The award was presented to her by Union Agriculture Minister Shivraj Singh Chouhan, acknowledging her exemplary service, leadership, and commitment to excellence.
In addition to this top honor, Ms Pandey also bagged two other significant accolades: Best Presentation Award and Best Case Study Award, underlining her comprehensive capabilities as a civil servant.
A Career Marked by Excellence
Currently serving as Additional Labour Commissioner in Kanpur, Ms Pandey has consistently stood out in her academic and professional pursuits. A native of Prayagraj, she is an alumna of Motilal Nehru National Institute of Technology (MNNIT), where she earned a Gold Medal in B.Tech (Electrical Engineering).
Her brilliance continued into civil services where she secured All India Rank 4 in the UPSC Civil Services Examination 2016, one of the most competitive examinations in the country.

Family Support and Academic Brilliance
Ms Pandey hails from a highly educated and supportive family in Prayagraj, UP. Her mother, Dr. Sadhana Pandey, is a gynecologist and hospital owner, while her father, Dr. Ravi Pandey, is a college manager. Their encouragement has been pivotal in Saumya’s journey from a promising student to an award-winning officer.

Known for her methodical approach, effective communication, and innovative solutions in administration, IAS Pandey’s triple recognition at LBSNAA not only affirms her dedication to public service but also positions her as an emerging leader within the Indian Administrative Service.
Speaking at the award ceremony, Union Minister Mr Chouhan praised the contributions of young officers like Saumya in shaping the future of governance and public welfare. “India needs such dynamic officers who bring knowledge, integrity, and compassion to their roles,” he said.
In a post on social media platform X, Mr Chouhan stated, “I participated in the closing session of the 22nd Mid-Career Training Program at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie.“
“During the session, I shared my views on the spirit of public service, sensitive administration, and the crucial role of administrative officers in nation-building. It was a great pleasure to meet colleagues imbued with new energy and renewed resolve.
